Page 868 CITY OF CARUTHERSVILLE January 21, 2025 Be it remembered the Council of the City of Caruthersville met in regular session on Tuesday January 21, 2025 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham (Absent) Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Tony Jones Sergeant at Arms Bullington Councilperson Lyons Councilperson Fales Councilperson Grable (Absent) Councilperson Hood Mayor Pro Tem Spence (Absent) Councilperson Robinson Councilperson Glass Councilperson The number of members necessary to consider a quorum being present, the Mayor Pro Tem called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of January 6, 2025. Councilperson Bullington motion for approval, second by Councilperson Robinson all in favor, with Councilperson Lyons abstaining. Councilperson Lyons motion for approval of reports and bills, second by Councilperson Glass with all in favor. Next on the agenda was the audit, and Councilperson Lyons made mention of the repeat findings that needs to be addressed. Councilperson Lyons motion to accept the audit by Smith & Davis, second by Councilperson Bullington, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes Mayor Prom Tem Hood entertained a motion to accept the agreement between the City and Waters Engineering for CDBG Street Improvements. Councilperson Lyons motion to accept, second by Councilperson Glass, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes Police report; Assistant Chief Tony Jones reported that they were on the scene for an incident at  Page 869 the Library where a vehicle went through the back fence, and the individual was arrested; Barry Gilmore’s crew put up temporary fencing. Assistant Chief also commended the fire department for the extrication that occurred on 15th St. Humane report; Barry Gilmore reported that Karol Wilcox had an incident, but that metal was being used for the outside kennels. Assistant Chief reported that the department was helping with the ferrell dogs. Fire report; Chief Lynn Moss reported five calls as follows: 1/4/25; Brush fire on County Rd 523 1/9/25; Truck fire on I55 1/11/25; Furnace in attic on Beckwith 1/11/25; Vehicle fire with mutual aid to Hayti 1/14/25; Tires on fire on East 20th St. Fire training for January is “Fire Response to Active Shooter.” Charlie Jones with Emergency Management gave copies of the new winter weather emergency response plan to everyone to be placed in their SOP Emergency Management manual. Public Works report; Alliance Operations Report for the month of December is as follows: Administrative/Submitted eDMR and the Groundwater Systems to DNR. Water/Wastewater Treatment Both plants running efficiently. A quote was received from Trojan UV to restore the UV System at the Wastewater Plant in the amount of $22,683.20. Councilperson Lyons motion to approve with the Sewer Extension Fund being the source. Councilperson Bullington second the motion, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes Regulatory/There were 7 Bac-T samples and 24 Wastewater samples taken, and all passed DNR. Collection & Distribution/There were 65 work orders completed, leaks fixed at Pylates and Schults Ave. Also, fixed setter leaks caused by LSI inventories. Manholes were jetted and pumped on Grand, Eastwood, and Henrietta. Five setters that were blown off by the LSI CO was fixed, and they entered points into the GIS. Safety/Training was in proper housekeeping. Repair Expenses were under budget by $9,691.00 and Chemical Expenses under budget by $8,935.00. Code Enforcement; Barry Gilmore reported that the lead service line inventory continues with the estimated time being another two to three weeks before the completion of the project. Some residents have been sent a letter with lead being detected; the contractor will be sending a summary of the lead line locations to the City. Fronabarger is installing a storm drain, repairing the street, curb, and sidewalk at 3rd and Ward by the First State Bank. Hopefully by the 22nd or 23rd they will be able to start pouring concrete. There will also be repairs along 3rd St. were there’s breaks/patches. Mr. Gilmore presented to the Council the airport engineering agreement between the City and Hanson Professional Services as consultants on retainer. Councilperson Lyons motion for approval to come out of Sewer Extension. Councilperson Bullington second the motion, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes Page 870 Mr. Gilmore received three quotes for a truck from Don Brown Chevrolet with wanting to go with the 2025 Chevrolet Silverado 2500HD 4WD Reg Cab V8 in the amount of $44,891.00. Councilperson Lyons motion for approval to come out of Sales Tax. Councilperson Bullington second the motion, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes New Business; Councilperson Bullington will be posting a position for Bookkeeper/Payroll Clerk in order to make in house daily entries for accounting. The salary will range from $19.05/hr. to $29.34/hr. depending on experience. Councilperson Fales motion to approve for advertising for the position, second by Councilperson Lyons, which resulted in the following vote: Bullington Yes Lyons Yes Fales Yes Hood Yes Robinson Yes Glass Yes Introduction to Bills; Counselor Dorroh introduced the following bills: BILL NO. 2025-01 ORDINANCE 2025-01 AN ORDINANCE FIXING THE COMPENSATION FOR THE OFFICES OF MAYOR, CITY COUNCIL MEMBER, CITY MARSHAL, CITY COLLECTOR, CITY TREASURER, CITY ATTORNEY, CITY COUNSELOR, AND MUNICIPAL JUDGE OF THE CITY OF CARUTHERSVILLE, MISSOURI AND SETTING THE EFFECTIVE DATES FOR SUCH CHANGES IN COMPENSATION Counselor Dorroh read by title only the first reading, with all in favor.
