Page 878 CITY OF CARUTHERSVILLE March 3, 2025 Be it remembered the Council of the City of Caruthersville met in regular session on Monday March 3, 2025 at 5:00 p.m. in the Council room of the Municipal Building at which time and place the following were present: Sue Grantham Mayor Takella Motton City Clerk Lawrence Dorroh City Counselor Jerry Hudgens Sergeant at Arms Spence (Absent) Councilperson Robinson Councilperson Glass (Absent) Councilperson Bullington Councilperson Lyons (Absent) Councilperson Fales Councilperson Grable Councilperson Hood Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of February 24, 2025. Councilperson Hood motion for approval, second by Councilperson Robinson, with all in favor. Councilperson Grable motion for approval of the closed session minutes of February 24, 2025 second by Councilperson Robinson, with all in favor. Councilperson Bullington motion for approval of reports and bills, second by Councilperson Hood with all in favor. Humane report; Karol Wilcox report is as follows: Intake 26, Adopted out 7, Owner redeemed 3, Rescued out 6, and Euthanized 2. The Shelter removed six puppies from a house on Beckwith and one from a problem area on the east side. Ms. Wilcox and Matt Wimberly looked at some problem areas over the weekend. There were 14 warnings for dogs at large, and they were able to identify some of the owners. During the past week the Shelter responded to 39 call outs. Fire report; Lynn Moss reported the following calls: 2/25/25; Carbon detector signaled on Walker, 2/26/25; Tractor trailer on fire on Route U/I55, 2/28/25; Structure fire on Highland, 3/2/25; Trash fire, 3/3/25; Vehicle fire-unfounded on I55/West Scales. There was an “Air Monitoring Class” in Hayti, and “Active Shooter” training continues in the schools. Code Enforcement; Barry Gilmore reported that Jack Davis relayed to him that signups for fiber will begin in about two weeks. Councilperson Bullington inquired about the walking track, and Mr. Gilmore stated that it should be done once Phase III was over.  Page 879 Parks & Recreation; Lamonte Bell reported that the Circus will occur Thursday March 6, 2025. Library report; Tacara Sullivan report is as follows: Continuing to follow up on contractors about estimates on the back fence. Will continue with the postponed Kazoo Day story time/music activity on March 11, 2025. On March 25, 2025 there will be the Spring story time/planting activity. The Repertory Theater of St. Louis will be performing at the Library Friday March 7, 2025 at 10:00 a.m. and 1:00 p.m. There was a special memorial given at the Library in owner of Mayor Sue Grantham’s brother. New Business; Councilperson Grable made mention that at the last Parks & Recreation Board meeting there was discussion of a plaque for Charles Davis years of service. Councilperson Grable would also like for the Council approval of a bench to be placed at the ball park for Charles Davis for his dedicated years of service. Councilperson Hood motion for approval, second by Councilperson Fales, with all in favor. Business From the Floor; Stephanie Johnson had concerns about a sewer problem near her residence at the curb of the street, and her water was turned off. Sewage is backing up in the neighbor’s yard, there’s not at a problem at Ms. Johnson’s residence. Barry Gilmore made mention that Alliance had jetted between the curb to the sewer line, and that the only thing that could be possibly happening was a hole in the sewer line. Ms. Johnson stated that a plumber was scheduled to come out Tuesday March 4, 2025, and Mr. Gilmore stated that they would do whatever they could do to help with the situation. Councilperson Bullington announced that the Arts Council bid opening for the Exchange Building will be at 2:00 p.m. March 17, 2025 at City Hall instead of March 10, 2025. Also, the Historical District Committee would need to be selected by the next meeting.
