Page 910 CITY OF CARUTHERSVILLE July 7, 2025 Be it remembered the Council of the City of Caruthersville met in regular session Monday July 7, 2025 in the Council room of the Municipal Building at which time and place the following were present: Takella Motton City Clerk Lawrence Dorroh City Counselor Sue Grantham Mayor Jerry Hudgens Sergeant at Arms Grable Councilperson Hood Councilperson Spence (Absent) Councilperson Robinson Councilperson Glass Councilperson Bullington Councilperson Lyons (Absent) Councilperson Fales Councilperson The number of members necessary to consider a quorum being present, the Mayor called the meeting to order and announced the meeting was in session for the transaction of business. The first order of business was the approval of the regular session minutes of June 16, 2025. Councilperson Bullington motion for approval, second by Councilperson Hood, with all in favor Councilperson Bullington motion for approval of the special session minutes of June 23, 2024, second by Councilperson Hood with all in favor. Councilperson Bullington motion for approval of reports and bills, second by Councilperson Glass, with all in favor. Police report; Chief Jerry Hudgens reported as follows: Calls for service 614 from June 16, 2025 to July 6, 2025, Warrant arrests 19, and Reports being filed 80. Shots fired at the 1100 block of Walker, and it was later determined that subject had been shot in Dyersburg TN. Officers responded to an area of 14th and Franklin for shots fired, an individual had been shot and transported to Region One in Memphis, TN. The investigation is ongoing. The SRO’s have been attending training, and they also have been training officers on the layout of the schools. There has been increased patrols in high traffic areas to address speeding and stop sign violation complaints. The statewide safety grant campaign will continue throughout the month. Officers have also been working with area task forces with several narcotic investigations. Chief Hudgens is also working on getting a proposal to get more cameras for high traffic areas. Humane report; Karol Wilcox reported 21 call outs during the weekend, and took in 12. At this time there are 118 animals in care, and no owner surrenders will be accepted. Owners can reach out to Rescue, Facebook, or take them to a veterinarian. There’s still zero tolerance on tags and vaccinations, owners will be fined; they will be targeting the Stonewall area for strays.  Page 911 Fire report; Chief Lynn Moss reported nine calls as follows: 6/13/25; Vehicle fire at mile marker 4 on I55, 6/14/25; Vehicle fire on Schultz, 6/14/25; Vehicle accident at 3.8 miler marker on I55, 6/15/25; Vehicle fire on Madison, 6/18/25; Vehicle fire at Exit ramp 4 on I55, 6/24/25; Side by Side fire on County Rd 553, 6/26/25; Levee on fire on County Rd 533, 6/27/25; Lift Assist on Truman Blvd, 6/28/25; Extrication at 9.8 mile marker on I55. The fireworks display will be at the river July 3, 2025. The annual fire subscriptions renewals are ongoing, 68 have been paid as of July 3, 2025. Code Enforcement; Barry Gilmore report is as follows: Picked up the new City truck, decals have been ordered. Phase 3 of the floodwall project is underway, G & C is removing the over the wall storm pipe at the Casino, and once the sheet piles are in, the pipe will be reset. Old hydrants and a gate was also removed. Vandevanter has done the annual inspections on all the lift stations, and will submit a report for any and all issues. A preconstruction meeting will be held July 8, 2025, and at that time the potential paving project start date will be given. The Library fencing posts are in, and the panels will be mounted once the locate requests have cleared. Notices have been sent out regarding grass, mowing is being done every day to keep up. The tractor is down that’s used for the tall grass, but should be up and running shortly. Bid packets for the concrete work at the Probation and Parole office are available; closing at 2:00 p.m. on Friday July 11, 2025. MODOT did patchwork on S Ward while passing through, and will make a permanent repair soon. Recreation; Lamonte Bell reported having their first Board meeting last week for the parks. The bricks on the dugout needs replacing, and another member on the Board need to be selected. They will be looking at the feasibility of another pavilion at each park, and looking at getting back to the rental of the fields. Councilperson Grable will be looking at rental fees of parks in other areas and will submit to the Council. A2H looked at the roof of the Recreation Center, and will be submitting a cost analysis, and also can provide a proposal, specifications, and general maintenance costs if Council directs. Library report; Tacara Sullivan reported upcoming events as follows: 7/8/25; Summer Reading Sidewalk Chalk Day 12:00 p.m. to 1:00 p.m., 7/15/25; Summer Reading Foam & Ice Cream Party 12:00 p.m. to 1:00 p.m., 7/17/25; Family Matters Movie Day. Every Tuesday and Thursday during the month of July the Bootheel Community Theatre will be performing from 4:30 p.m. to 6:30 p.m. Collector report; Paige Gillock Collections Report from 6/1/25 to 6/30/25 is as follows: Real Estate $7,511.39 Personal Property $3,769.32 Drainage Districts $420.00 Miscellaneous $4,655.00 Total Taxes $14,505.96 Interest & fees $2,047.13 Total Collections $16,553.09. The tax sale list will appear in the paper August 16, 2025, and tax sale will be August 25, 2025. Councilperson Hood was concerned about the drag racing occurring on East 10th St. between Walker and Eastwood. There was talk about speed bumps the pros and cons, and looking into a paved constructed hump cost. There will be an increase in traffic patrol in all areas of complaint.
