The meeting was open to the public and held in a fully virtually format in accordance with the Town Council Special Procedures During Declared Disasters. ROLL CALL Present 5 - Christopher Hovanetz, Dave Perry, Heather Attardo, Richard Morton, and Tom Martinez Attendance 4 - Sandra Aguilar, Sharon Chavez, Joseph Montoya, and George Teal CERTIFICATION OF MEETING Staff member Montoya certified that the notice of the meeting had been posted and witnessed in accordance with the Open Meetings Law. ELECTION OF CHAIR Moved by Morton, seconded by Martinez to approve the nomination of Chris Hovanetz as Chair of the Board of Building Appeals. The motion passed: 5-0 Yes: 5 - Hovanetz, Perry, Attardo, Morton, and Martinez ELECTION OF VICE CHAIR Moved by Hovanetz, seconded by Attardo to approve the nomination of Richard Morton as Vice Chair of the Board of Building Appeals. The motion passed: 4-1 Board of Building Appeals Meeting Minutes - Final June 1, 2020 Yes: 4 - Hovanetz, Perry, Attardo, and Martinez No: 1 - Morton APPROVAL OF MINUTES BOBA Approval of March 2, 2020, Revised Board of Building Appeals Meeting 2020-002 Minutes Attachments: March 2, 2020 Board of Building Appeals Meeting Minutes Moved by Hovanetz, seconded by Morton, that the minutes for the March 2, 2020 be amended to show that the meeting was led by Chris Hovanetz and that the amended minutes will be voted upon at the next BOBA meeting. The motion passed by the following vote: 5-0 Yes: 5 - Hovanetz, Perry, Attardo, Morton, and Martinez RESOLUTION OF APPRECIATION FOR ZIGGY GUENTENSBERGER BOBA RESO Resolution of Appreciation of Ziggy Guetensberger 2020-01 Attachments: Resolution BOBA2020-01 Moved by Hovanetz, seconded by Attardo, that BOBA Resolution for Appreciation of Ziggy Guetensberger be Approved as presented. The motion passed by the following vote: 5-0 Yes: 5 - Hovanetz, Perry, Attardo, Morton, and Martinez RESOLUTION OF APPRECIATION FOR SCOTT AMARAL BOBA RESO Resolution of Appreciation Honoring the Service of 2020-02 Scott Amaral as a Member of The Board of Building Appeals Attachments: Resolution BOBA 2020-02 Moved by Hovanetz, seconded by Martinez, that BOBA Resolution of Appreciation of Scott Amaral be Approved as presented. The motion passed by the following vote: 5-0 Yes: 5 - Hovanetz, Perry, Attardo, Morton, and Martinez UNSCHEDULED PUBLIC APPEARANCES None. BOARD MEMBER ITEMS Chair Hovanetz hopes that the next BOBA meeting will be held in person and the safer in place requirements have been lifted. TOWN COUNCIL UPDATE Board of Building Appeals Meeting Minutes - Final June 1, 2020 Town Councilmember George Teal updated the Board with several items from the May 19 Council meeting including: 1) Town Attorney Bob Slentz is retiring and the Town has conducted a nation-wide search for applicants. Four were chosen and the final selection is in negotiations. 2) Two new board members for BOBA were approved. 3) Changes to the Design Review Board were decided not to be made. 4) A resolution for the 2020 graduate class will be made. 5) Updates on several projects including Gordon Drive, the cell tower along Reservoir Road, Pine Canyon Land development annexation and Lost Creek water assets were provided. Teal further updated the Board that at the next Council meeting, items to be considered include: 1) A proclamation for Bob Slentz for his year's of service, 2) Discussion on ordinances incorporating social distancing, 3) Review the first quarterly financial report and the effects of Coronavirus, and 4) The development plan for the Caliber at Terrain apartment complex will be heard and public input is expected. Teal also confirmed that In and Out Burger has filed for a design review. ITEMS FROM STAFF A. Chief Building Official's Update Chief Building Official Montoya stated that construction in Castle Rock remains strong with no slow down for permit requests despite COVID-19. The Department is working on accommodations and updated policies for additional Temporary Use Permits for tents for outdoor seating and is working with the Fire Dept. regarding the Use of Generators. Montoya explained the social distancing measures the Town has made to be open to the public and to conduct inspections virtually. Montoya mentioned some specific projects including The Great Divide, Whisky Lodge, Provisions and La Loma. Contractor's Luncheons are currently on hold.
