TOUR OF NEW ADMINISTRATION AND CUSTOMER SERVICE BLDG
Time was allowed for Water Commission Board members to take a tour of the New
Administration & Customer Service Building. The move in date is scheduled for
September 16th and 17th. The next Water Commission meeting will be in the new
building.
COUNCIL UPDATE
Time was allowed for Councilmember Johnson to share an update on Town Council
items.

ADMINISTRATIVE BUSINESS
WC 2021-076 Approval of the July 28, 2021 Meeting Minutes
Town Council Agenda Date: NA
It was moved by Kathryn Gienger and seconded by John Wright to approve the
meeting minutes for the July 28, 2021 meeting as written. The motion passed with a
vote of 4-0-3 Katherine Redmond, Bill Leung, and Ben Johnson abstained.

ACTION ITEMS (HIGH PRIORITY / TIME CRITICAL)
WC 2021-077 Resolution Approving a Construction Contract Between the
Town of Castle Rock and JBS Pipeline, LLC for the Craig
and Gould North Infrastructure Improvements Project North
of Fifth Street, and East of Front Street]
Town Council Agenda Date: September 21, 2021
Mr. Van Dellen explained that the Craig & Gould North Infrastructure Project is phase
II of the project that was started in 2007 with the improvements to the south section
of Craig & Gould. This project is a partnership with Public Works. The target of this
project is to replace water and sewer lines, add a new storm sewer system, and
complete street improvements.
Bid information was sent to 7 pre-qualified Contractors. Staff received 5 bids back.
JBS Pipeline was selected as the contractor. The budget for this project is $6,917,215.
The timeline is to begin the project in November 2021 with the anticipated
completion in August 2023.
Mr. Van Dellen also explained that staff has done extensive outreach with the
community during the design phase. Staff will also send out regular updates via email
and website, as well 48-hour notice prior to planned service disruptions.
Commissioner Warnke asked how many homes will be affected? Ms. Horton
explained that it impacts 62 service lines. Some are multifamily homes.
John Wright moved to recommend Town Council approval of the Resolution as
presented. Wyn Barrett seconded the motion. Passed unanimously 7-0.

WC 2021-078 Update on 2022 Rates and Fees
Town Council Agenda Date: September 21, 2021
Mr. Marlowe shared the 2022 rates and fees recommendations.
Recommended Residential Rates:
· No change in Water Rates
· 3% increase in the Water Resources Rate
· 2.5% increase in the Stormwater Rate
· 5% decrease in the Wastewater Rates
Recommended System Development Fees:

· 7% increase in Water System Development Fees
· 15% increase in the Renewable Water Resources System Development Fees
· 8% increase in Stormwater Development Impact Fees in Plum Creek
· 4% increase in Stormwater Development Impact Fees in Cherry Creek
· 4% increase in Wastewater System Development Fees
Mr. Marlowe also explained that with these increases, Castle Rock Water (CRW) rates
and fees are still competitive with other like Water Providers.
Mr. Marlowe has shared the information with the development community.
Commissioner Barrett asked if commercial/non-residential customers pay a different
fee than residential accounts? Mr. Marlowe explained that yes they have different
fee structures.
Commissioner Barrett asked what the guidelines are for new sod? Mr. Marlowe
explained that customers can get a “new lawn” exemption. It allows the customer to
water everyday instead of every third day but the customer still must water during
watering hours, i.e. after 8 pm and before 8 am.
John Wright moved to recommend Town Council approval of the Rates and Fees as
presented. Bill Leung seconded the motion. Passed unanimously 7-0.

WC 2021-079 Update on Bid Results for the Castle Pines North Metro
District Water Rights
Town Council Agenda Date: NA
Mr. Marlowe shared the results from the Castle Pines North Metro District Water
Rights bid. He explained that the cost was definitely higher than expected. Staff feels
that some of this is due to the issues currently affecting the Colorado River.
WC 2021-081 ColoradoScape Contest
Town Council Agenda Date: NA
Ms. Aguilar shared that the ColoradoScape contest received thirteen entries this year.
She would like to have the Water Commission Members vote to narrow the videos to
the final five. The final five videos will be placed on the Town’s Social Media, so that
the community can vote for the final winner.
Ms. Woodrick will send out all thirteen videos and the score sheet. Ms. Aguilar would
like to have the score sheets returned before 8:00 am on Friday morning.
