The motion passed by the following vote: 6 to 0 Yes: 6 - Chair Beystehner, Goode, Salinas, Borgelt, Duffin, and Lange TOWN COUNCIL UPDATE Councilmember LaFleur invited the Board to the Open House on April 18 to discuss the designated truck route and also to come to the next Town Council meeting to hear discussion on the quiet zone. PUBLIC HEARING ITEMS HPB 2022-004 208 N. Cantril Street Grant Application Lots 4, 5, & 6, Block 14, Craig & Gould’s Addition to Castle Rock, Town of Castle Rock, County of Douglas, Colorado [Dyer House, Carriage House Roof] Attachments: Staff Memorandum Attachment A: Vicinity Map Attachment B: Local Restoration Grant Application Public Record: Staff Presentation 208 N Cantril Roof - Grant Mr. Boland presented HPB 2022-004 208 N. Cantril St/Dyer House Grant Application for the Carriage House roof. This building is designated as historic and is locally and nationally landmarked. The owner has received previous grants for various renovations. The grant request is for 50% of the roof renovation for a total of $2,225 Staff recommends approval as it meets criteria. Applicant: None Public Comment: None Moved by Salinas, seconded by Duffin, that Historic Preservation Board approve the grant application HPB 2022-004 for the Dyer House roof renovations at the full 50% of cost at $2,225. Cantril St/Dyer House Grant Historic Preservation Board Meeting Minutes April 6, 2022 Application for carriage house stabilization and siding repair for the full 50% of repairs in the amount of $2,475. Staff recommends approval as it meets criteria. Applicant: None Public Comment: None Moved by Salinas, seconded by Borgelt, that Historic Preservation Board approve HPB 2022-005 Grant Application for Dyer House carriage house stabilization and siding repair for the full 50% of repairs in the amount of $2,475. The motion passed by the following vote: 6 to 0 Yes: 6 - Chair Beystehner, Goode, Salinas, Borgelt, Duffin, and Lange DISCUSSION ACTION ITEMS HPB 2022-006 Discussion: Historic Preservation Month Activities 2022 The Board discussed the activities for the May 2022 Historic Preservation Month. Lange is still working on the 3D renderings and should have 3 complete models available by May. The Board discussed options for printing and Chair Beystehner volunteered to print them this year. Staff will look into providing some historic content caption. The Board recommend having just one of the renderings available for May 2022 and launch additional models either each year or periodically. Angie DeLeo, Director of Castle Rock Museum is requesting financial support form the Board for Historic Month. Activities include a scavenger hunt (with 300 maps) with donated prizes from the Town and supporting businesses. The Museum will also have Craig & Gould trolley tour on May 21. This tour has been suspended for 2 years. Ms. DeLeo invited the Board to additional activities including the Annual Tea which will have re-enacters, the 25th Anniversary of the Castle Rock Museum event and the BBQ fundraiser which will have Country Hall of Fame entertainers. Ms. DeLeo requested an AV system be installed on the trolley to enhance the tour and reduce paper handouts. The Board also discussed the Town Council proclamation and Salinas will look into developing 'Colorado Postcards' on Colorado Public Radio with Castle Rock history snippets, most notably the story about the goats. Moved by Chair Beystehner, seconded by Vice Chair Goode, that Historic Preservation Board fund $500 to the Castle Rock Museum for scavenger hunt map copies and assistance with trolley expenses. The motion passed by the following vote: 6 to 0 Yes: 6 - Chair Beystehner, Goode, Salinas, Borgelt, Duffin, and Lange DESIGN REVIEW BOARD UPDATE Design Review Board representatives Borgelt and Lange reported that the last meeting had legal training and that they approved recommendation for the proposal for the exterior changes for The Victorian commercial space. The space will have a more modern/farmhouse design. BOARD MEMBER ITEMS Salinas requesting adding an agenda item to create a plaque for celebrating landmarks that have received grant funds. He would also like to look into a specific hash tag for historic events and news such as #CRlocallove. The Board would also like to recognize Julie Kirkpatrick for her contribution to the Historic Historic Preservation Board Meeting Minutes April 6, 2022 Preservation Board. Check for quorum for upcoming meetings Chair Beystehner checked for quorum and board members present have no conflicts for May 4. Interviews will be taking place May 10 and the Historic Preservation Board has two open spots. Goode is leaving and Borgelt is reapplying. There were no conflicts for June 1 meeting, but Lange will be appearing via Zoom. The June 1 meeting will have the newly appointed Board members, appoint the DRB liaisons, review the new bylaws and elect a new chair and vice chair. ITEMS FROM STAFF Mr. Boland thanked Julie Kirkpatrick for her past participation. Boland noted that, though he is the liaison, the Board may see different planners working on different projects as staff will be cycling the planners through various projects.
