Hearing Officer Richard McManus Liquor License Authority Meeting Minutes - Final Wednesday, November 6, 2019 10:30 AM Town Hall 100 N. Wilcox Street Castle Rock, CO 80104 This hearing is open to the public. All times indicated on the agenda are approximate. Three or more Councilmembers may also attend this hearing, during which the items listed herein will be discussed. CALL TO ORDER Hearing Officer, Richard McManus, opened the hearing at 10:33 am. NEW LIQUOR LICENSE APPLICATIONS LLA 2019-007 New Hotel & Restaurant Liquor License Application - My Café Town Clerk Lisa Anderson reported on the findings of the review and the petition. McManus presented the boundaries of the neighborhood and there was no objection. McManus administered the oath to the owner Ofelia Jannet Welsh. Welsh stated they have been open for 2 1/2 months and have a lot of customers and families that ask if they provide alcohol, so they would like to provide it for an option. There will not be a bar in the restaurant. Liquor will be in the kitchen. McManus confirmed this used to be the Egg and I. They took over the lease. They have another restaurant on the island of Hawaii. They provide breakfast and lunch 7am-2pm seven days a week. They signed a new 10 year lease agreement. They have 20 employees that are between the ages of 18-40. They had their alcohol beverage training two weeks ago and all became certified. This is required for anyone that serves alcohol. McManus noted that they received 97% approval. Welsh stated there were 4 objections, but there are not very many restaurants that are open for breakfast that offer alcohol. No one was present that spoke in favor or opposition of the application. Welsh understands the liquor code and they are very strict. They ensure everyone is trained and that they are in compliance. McManus closed the public hearing. Liquor License Authority Meeting Minutes - Final November 6, 2019 McManus found that the applicant is of good moral character, the inhabitants of the neighborhood desire the license be granted, the license will meet the reasonable requirements of the neighborhood, all Town and State law requirements have been met, and that based on these findings, the Authority approves issuance of a Hotel & Restaurant liquor license for My Cafe. LLA 2019-008 New Brew Pub Liquor License Application - Great Divide Brewery & Roadhouse Town Clerk Lisa Anderson reported on the findings of the review and the petition. McManus presented the boundaries of the neighborhood and there was no objection. McManus administered the oath to the owner. They plan to open in March of 2020 and will have a large restaurant and a smaller brewing operation. All staff is internally trained for liquor compliance by certified trainers, No one was present that spoke in favor or opposition of the application. McManus closed the public hearing. McManus found that the applicant is of good moral character, the inhabitants of the neighborhood desire the license be granted, the license will meet the reasonable requirements of the neighborhood, all Town and State law requirements have been met, and that based on these findings, the Authority approves issuance of a Brew Pub License for the Great Divide Brewery and Roadhouse.
