Liquor License Authority Meeting Minutes - Final Monday, September 28, 2020 9:00 AM Town Hall 100 N. Wilcox Street Castle Rock, CO 80104 This hearing is open to the public. CALL TO ORDER Judge Gresh, Hearing Officer, opened the hearing at 9:04 am. NEW LIQUOR LICENSE APPLICATIONS LLA 2020-006 New Hotel & Restaurant License - Los Santos CR LLC dba Los Santos Judge Gresh opened the hearing on the application for a new Hotel and Restaurant License for Los Santos at 207 Wolfensberger Road. Lisa Anderson, Town Clerk, read the findings of the administrative review into the record. Judge Lou Gresh, administered the oath to the applicant Jesus Delgado Santos. Santos stated they will be serving breakfast, lunch, and dinner. He feels it is the right time to offer more to the community and job opportunities in Castle Rock. He provided his previous experience serving alcohol and noted the restaurants he has worked for and supervised. They have scheduled TIPS training with all servers and will schedule for all new members. Alcohol will be stored in a room, they will have signage, and training will occur at their 5pm meeting every day to emphasize the liquor law. They will have camera security, signs, gates on the patio, will keep updated on changing requirements for COVID, and communicate all new requirements to the staff. They plan to limit two drinks per customer, and behavior of customers will be noted and communicated to other servers. No one was present in support or in opposition of issuing the liquor license. Judge Gresh noted that he reviewed the application and the survey and that 97% of those surveyed were in favor of the license being granted. Only three parties opposed it because they did not drink alcohol. There were no objections to the neighborhood surveyed. Judge Gresh closed the public hearing. Judge Gresh made the following findings: The Applicant is of good moral character Liquor License Authority Meeting Minutes - Final September 28, 2020 The inhabitants of the neighborhood desire the license be granted, The license will meet the reasonable requirements of the neighborhood, All Town and State law requirements have been met, and That, based on these findings, the Authority approves issuance of a Hotel & Restaurant Liquor License for Los Santos CR LLC dba Los Santos upon State approval and issuance of a Certificate of Occupancy.
