Liquor License Authority Meeting Minutes - Final Tuesday, December 15, 2020 10:00 AM Town Hall 100 N. Wilcox Street Castle Rock, CO 80104 This meeting is open to the public and will be held in a virtual format in accordance with Meeting Special Procedures During Declared Disasters. Public may choose to attend electronically. CALL TO ORDER Hearing Officer, Lou Gresh, opened the hearing at 10am. NEW LIQUOR LICENSE APPLICATIONS LLA 2020-008 New Hotel and Restaurant License - Perry Street Social District LLC dba Perry Street Social District LLC (Continued from November 17, 2020) Lisa Anderson, Town Clerk, gave a report of the staff review and that the hearing was published in accordance with state law. Gresh presented the neighborhood petitioned and no objections were voiced. Gresh entered the packet into the record and gave the Oath to the applicants. Byron Wheeler, applicant, spoke and their plan is to redevelop in the Downtown area that will drive traffic and sales tax dollars into the area. He has owned 19 restaurants in the state of Colorado and serves on the board of the Colorado Restaurant Association. Paul Myhill, applicant, owned a bar in a different country and is familiar with serving liquor and the responsibilities for the license they are applying for. They are looking forward to serving liquor in the downtown Castle Rock area. They plan to redevelop three existing buildings and the current pavilion to turn it into an outdoor beer garden. Three buildings will have different start up restaurant concepts, wine, spirits, and craft beers where people can move freely throughout the property. Gresh asked what steps they are taking to keep liquor out of the hands of minors. Wheeler stated that all employees will receive TIPS training and obtain certifications to understand their responsibility, and in the centralized area will have servers and hostesses and to make sure alcohol is consumed legally and responsibly and ensure it stays on their property. The will have a craft hamburger concept, charcuterie, and a link house with custom sausages. Gresh asked how they will stay in compliance to conduct business during the Liquor License Authority Meeting Minutes - Final December 15, 2020 pandemic. Wheeler replied that it has been his biggest job in 2020 to manage 19 different restaurants in 7 different jurisdictions, and working side by side to provide a safe environment for guests and employees. They have been publicly praised for their efforts with Tri County, Arapaho County, and Denver County. He has five in this jurisdiction and is confident they can comply. In addition, this will be outdoor dining and will be largest outdoor dining in Douglas County. In closing, they stated they wish to run a responsible establishment that will bring additional traffic into the downtown district that will make the Town proud. No one was present to speak in favor or in opposition. Gresh closed the public hearings and made his findings: • The Applicant is of good moral character, • The inhabitants of the neighborhood desire the license be granted, • The license will meet the reasonable requirements of the neighborhood, • All Town and State law requirements have been met, and • That, based on these findings, the Authority approves issuance of a Hotel and Restaurant Liquor License for Perry Street Social District LLC dba Perry Street Social District LLC upon issuance of a Certificate of Occupancy. This Liquor License for Perry Street Social District LLC dba Perry Street Social District LLC upon issuance of a Certificate of Occupancy was Approved. LLA 2020-009 New Fermented Malt Beverage License - SFM LLC dba Sprouts Farmers Market Lisa Anderson, Town Clerk, gave a report of the staff review and that the hearing was published in accordance with state law. Gresh presented the neighborhood petitioned and no objections were voiced. Gresh entered the packet into the record and gave the Oath to the applicants. Thomas Dunn, representing the applicants, and Brandi Pfeifer, manager of the store, were present. Dunn questioned Ms. Pfeifer on her experience and their process for handling and selling alcohol. In closing, Dunn stated they have shown they are qualified to hold the license, there is no issue regarding moral character, and they have had no liquor violations in any of their stores. The Petition reflected only two objections and shows there is a need and desire in the neighborhood. No one was present to speak in favor or in opposition.
