CALL TO ORDER The meeting was called to order at approximately 5 p.m. Brian Glotzbach, Madeline Self and Sarah Grider attended virtually, as did Council Liaison Caryn Johnson. WELCOME NEW COMMISSION MEMBER MADELINE SELF Members of the Parks and Recreation Commission welcomed newly appointed member, Madeline Self. MINUTES OF THE REGULAR MEETING PRAC Approval of the Minutes of September 16, 2020 2020-020 It was motioned by Shawn L’Esperance and seconded by Mike Smith to approve the minutes of the September 16, 2020 Parks and Recreation Commission meeting. "I move to approve the minutes of the September 16, 2020 Parks and Recreation Parks and Recreation Commission Meeting Minutes October 21, 2020 Commission meeting." AGENDA TOPICS PRAC Update on an Application Submitted to Colorado Parks and Wildlife 2020-021 for a Non-motorized State Trails Grant Parks and Recreation Director Jeff Brauer provided an update on a recent application submitted to Colorado Parks and Wildlife for the Non-motorized State Trails Grant Program. If awarded, the grant money will be used to address safety, connectivity and accessibility issues on two sections of the paved, multi-use Colorado Front Range Trail as is travels through Castle Rock. The projects identified in the grant application would specifically replace 0.26 miles of asphalt trail with concrete in Woodlands Bowl Open Space and construct 0.21 miles of new concrete trail extending from the South Perry Street cul-de-sac to the East Plum Creek Trail. Grant awards will be decided by the Colorado Parks and Wildlife Commission and announced in March 2021. If awarded, the Town will have 2.5 years from the award date to complete the proposed projects and will likely initiate work in 2021. Total project costs are $364,015.90, and the grant request amount was the maximum amount of $250,000 with the Town providing a minimum 30 percent match of $114,015.90. Staff also received Town Council’s approval of the application by resolution as this action was a requirement of the application. No action was required by the Commission at this time. PRAC Phase One Design Update for Cobblestone Ranch Park 2020-022 Assistant Director Jeff Smullen provided the update that the first phase of the Cobblestone Ranch Park design is nearly complete. The plans include improvements that will primarily serve the surrounding neighborhood and will also allow for future phasing, such as: an entry road, off-street parking, three picnic pavilions, a large playground, an asphalt pump track, half-court basketball, a great lawn area and sidewalks and landscaping. Jeff noted that while these amenities will be included in the project’s base bid, the bid package will also include the following alternates: synthetic softball field, six pickleball courts and a permanent restroom. The draft plan presented will undergo several reviews with final approval expected in early February 2021, at which time, the project will be advertised for competitive bidding. Construction will likely commence in spring 2021. The engineer’s estimate for the base bid package is approximately $5.3 million, which is currently available in the Parks and Recreation Impact Fee Fund. Commission member Shawn L’Esperance inquired about pump tracks and Jeff Smullen explained that the tracks are asphalt and can provide younger kids fun access to cycling. Commission member Madeline Self expressed concern regarding the amount of space available for families to gather and Jeff then reviewed the plan in more detail to demonstrate that there will be ample gathering spaces to serve the nearby neighborhood. Commission member Michael Smith and Councilmember Caryn Johnson both inquired about the park’s connection to the Cherry Creek Regional Trail and eventual Colorado Front Range Trail as it travels through Castle Rock. Jeff then reviewed several future connection options, which were further discussed by the members. Parks and Recreation Commission Meeting Minutes October 21, 2020 While no Commission action is required at this time, staff will continue to provide updates on this project as it evolves. PARKS AND RECREATION DEPARTMENT COMMENTS Staff provided Commission members with the following updates: - Bob Persichetti, the Head Golf Professional at Red Hawk Ridge, has resigned due to another job opportunity. Bob has truly excelled at running the golf course and will be greatly missed. - The Miller Activity Complex reopened on October 1 and admission is slowly increasing; many youth sports organizations are reserving athletic practice space and Learn to Swim programming will also soon return. - The Castle Rock Trail Festival was held successfully with almost 250 runners on Saturday, Oct. 3. The event is held at Philip S. Miller Park and Ridgeline Open Space, and for the first time since its inception, many attendees had traveled from out-of-state to participate. - A National Public Lands Day Event was held on Sept. 26 at Gateway Mesa Open Space, followed by four workdays with Volunteers for Outdoor Colorado in October, both of which continued construction of Legacy Trail. Approximately 1,700 feet of new trail was built, along with the installation of a new rock wall and multiple rock steps. While under construction, this portion of the trail will remain closed until phase two is fully completed in 2021. - A dedication event was held for Tree of Wings, the new kinetic sculpture at Philip S. Miller Park, to formally recognize the addition to the Town’s public art collection. Project planning is now underway to define the Public Art Commission’s next project, which will likely be in Downtown Castle Rock in 2021. A survey to gather feedback on Castle Rock’s public art program was also recently posted to CRgov.com/publicart. - The installation of the new flag pole at Red Hawk Ridge is complete and details are underway to schedule a dedication event near Veterans Day in November; details will be distributed as soon as available. - Barker Rinker Seacat Architecture is currently gathering data to prepare for future stages of the recreation center feasibility study. Staff will continue to provide the Commission with updates on this project as more information and project schedules become available. - New amenities are currently under construction at Rueter-Hess Reservoir, including pavilions, trails and a mini-incline. The amenities are anticipated to open this fall. COMMISSION COMMENTS Michael Smith noted that he participated in the Castle Rock Trail Festival and thought department staff did an exceptional job of organizing and coordinating the logistics of the event.
