Consultants of Barker, Rinker, Seacat Architecture were also in attendance including Craig Bouck, Zach Bisek and Caitlin Milligan. Present 6 - Commissioner Madeline Self, Vice Chair Brian Glotzbach, Commissioner Michael Smith, Chair Inger Hiller, Commissioner Shawn L'Esperance, and Commissioner Sarah Grider ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA None. PUBLIC COMMENT DURING THIS TIME, MEMBERS OF THE PUBLIC ARE INVITED TO ADDRESS THE COMMISSION AND STAFF ON ITEMS THAT ARE NOT ON THE AGENDA. COMMENTS SHOULD BE LIMITED TO NO MORE THAN FOUR (4) MINUTES. None. MINUTES OF THE REGULAR MEETING TMP 2020-852 Approval of the Minutes of November 18, 2020 It was motioned by Shawn L’Esperance and seconded by Mike Smith to approve the minutes of the November 18, 2020 Parks and Recreation Commission meeting. Parks and Recreation Commission Meeting Minutes December 16, 2020 Yes: 6 - Commissioner Self, Vice Chair Glotzbach, Commissioner Smith, Chair Hiller, Commissioner L'Esperance, and Commissioner Grider AGENDA TOPICS TMP 2020-853 Card Game Exercise for Indoor Recreation Center Feasibility Study Assistant Parks and Recreation Director Jeff Smullen provided a quick summary of the indoor recreation facility feasibility study, which is being conducted by consultant Barker Rinker Seacat Architecture (BRS). The intent of the study is to evaluate programming options and assess the costs of the associated options, as well as their performance, for a future indoor recreation facility. Jeff also noted that incremental expansions of facilities are common. Zach Bisek of BRS reviewed several future facility options with the members of the Parks and Recreation Commission, including: community spaces such as a café, a pro shop and a designated child watch area; a partner hospital/wellness center; a game room, an e-sports room and an indoor playground; various event facilities and classroom spaces; catering and commercial kitchens to support the event spaces; and a variety of recreation amenities, such as synthetic-turf fields and courts, indoor tracks, fitness and weight areas, spin studios, bouldering walls, aquatic centers, etc. After discussing and providing feedback on the various options, Jeff Smullen indicated to the Commission that the discussion would continue at the January meeting to further assess anticipated costs and potential phasing options. PARKS AND RECREATION DEPARTMENT COMMENTS Staff provided Commission members with the following updates: - Staff continued to provide community events to uplift the holiday spirit and public morale throughout December; events included the Festival Park Starlight Market and drive-in movies and a light-show at Philip S. Miller Park. - New appointments of Council liaisons for Town boards and commissions will likely take place in January as a result of the election. - Interviews are presently underway to recruit a replacement for the Head Golf Professional at Red Hawk Ridge; the candidate pool has been narrowed down from over 90 applicants to five finalists. - Jeff Brauer thanked the members of the Parks and Recreation Commission for all of their dedication and service throughout 2020 and for persevering amidst a public-health pandemic. COMMISSION COMMENTS Parks and Recreation Commission Chair Inger Hiller also thanked the members of the Parks and Recreation Commission for their ongoing efforts and hard work, as well as expressed gratitude towards department staff for persevering during such uncertain circumstances.
