MINUTES OF THE REGULAR MEETING PRAC Approval of the Minutes of January 20, 2021 2021-005 It was motioned by Sarah Grider and seconded by Michael Smith to approve the minutes of the January 20, 2021 Parks and Recreation Commission meeting. Parks and Recreation Commission Meeting Minutes April 21, 2021 "I move to approve the minutes of the January 20, 2021 Parks and Recreation Commission meeting." Yes: 5 - Commissioner Self, Commissioner Smith, Chair Hiller, Chair Hiller, and Commissioner Grider Not Present: 1 - Vice Chair Glotzbach AGENDA ITEMS PRAC Recommendation of the Selection of White Construction Group for 2021-006 Cobblestone Ranch Park - Phase 1 Construction Park Planning and Construction Manager, Brian Peterson, provided an overview of the Invitation For Bid (IFB) process for the development of Cobblestone Ranch Park - Phase 1. Located on the eastern edge of Castle Rock, this 168-acre site was selected for future park development by Town Council. Public process was held to design the Cobblestone Ranch Master Plan in 2019, as well as the design of Phase 1 in 2020. Once the plan and construction documents were finalized, staff issued an IFB to initiate a contract for the site’s development. Four contractors submitted base bids, as well as price quotes for three alternates: a synthetic softball field, a plumbed restroom and six pickleball courts. Out of the received bids, White Construction Group provided the lowest responsive proposal. Colorado Classic Baseball may provide a potential partnership to develop four full-sized softball fields. Initial discussions have been underway to assess cost-sharing opportunities and landscape architect firm Norris Design is working to create concepts to ensure the sight would be successful. Michael Smith asked if there were other potential amenities that could be added to the project besides the fields. Jeff Smullen noted that the area where they have proposed fields would be consistent with the park’s overall master plan, and explained that the fields were envisioned as part of the public planning process. Since the fields wouldn’t be able to be funded by the Town over the next few years, the partnership could represent a successful way to advance the project ahead of schedule. Chair Inger Hiller asked who would own the fields and how scheduling logistics may work to balance public and private need for the best interests of the community. Jeff explained that these details were still being negotiated and that a memorandum of understanding would be created to delineate ownership and management responsibilities prior to development. Councilmember Johnson asked if there was a trail planned for this phase, specifically a segment that may connect to the Cherry Creek Regional Trail. Jeff Smullen responded by explaining that a connection to the regional trail would be provided through a different project as part of extending the Colorado Front Range Trail through Castle Rock and noted that a paved connection would not be provided through this phase of park development. Chair Inger Hiller motioned and Michael Smith seconded to approve the selection of White Construction Group for the development of Cobblestone Ranch Park - Phase 1 and endorse a future construction contract of $5,189,354 and project budget of up to $5,617,882. “I motion to approve the selection of White Construction Group for the development of Cobblestone Ranch Park – Phase 1 and endorse a future contract in an amount up to $5,189,354, plus additional costs outside of the construction contract ($428,528) Parks and Recreation Commission Meeting Minutes April 21, 2021 for a total project budget in the amount of $5,617,882.” Yes: 6 - Commissioner Self, Vice Chair Glotzbach, Commissioner Smith, Chair Hiller, Chair Hiller, and Commissioner Grider PRAC Cobblestone Ranch Open Space Update 2021-007 Jeff Smullen, Assistant Director of Parks and Recreation, provided the overview that the Town owns 230 acres of open space dedicated through the Cobblestone Ranch planned development. The property is located on the northeast end of Cobblestone Ranch and abuts the 450-acre Macanta Regional Park owned by Douglas County. Castle Rock now has a unique opportunity to partner with the County to master plan both parcels as one contiguous 680-acre open space area, with the goal of providing access to the property through parking and trails within the next two to three years. Cobblestone Ranch Open Space access improvements are identified in the Parks and Recreation 5-year Capital Improvement Plan. To facilitate planning efforts, staff has contracted the Architerra Group, who is also under contract with Douglas County, to complete the master plan. The Architerra Group, led by Landscape Architect Dean Pearson, has completed several Town design projects including the Castle Rock Skatepark, Gemstone Park and a portion of the East Plum Creek Trail. The scope of the master planning contract includes information gathering related to topography, surrounding land uses, cultural resources and other site-specific information. Architerra Group will also develop a plan for trailhead parking and trails. The scope also includes public outreach, which is expected to take place in late May once site information has been collected. An opportunities and constraints map was presented, as well as a map defining major site topography and features. Madeline Self asked if there was a plan to provide eventual pedestrian connections, especially over major roadways. Jeff Smullen explained that future construction plans should provide a crosswalk at a minimum. No action was required at this time as this agenda item was informational. PRAC Recreation Center Feasibility Study Update 2021-008 The Parks and Recreation Department has retained architectural firm Barker Rinker Seacat (BRS) to complete an Indoor Recreation Facility Feasibility Study in 2021. The purpose of the study is to assess the relevant project details for the Town’s next recreation center, such as programming options, development costs, soft costs, operational needs, space and site requirements and a timeline. A new facility will take several years to plan and this feasibility study represents the first step in this process. The evaluation of potential sites will occur in a subsequent study. BRS led a visioning session at the December Parks and Recreation Commission meeting. The purpose of the exercise was to gain a better understanding of perspectives related to possible program desires for a future indoor recreation facility. Programming was balanced with information related to capital cost and return on investment for the various options. Parks and Recreation Commission Meeting Minutes April 21, 2021 Parks and Recreation Department staff completed a similar effort independent of the Commission and BRS provided data to compare the results. An overview of summary results and a project update was provided to the Commission in January and to Town Council in March. Jeff also noted that the new owner of the former Acme Brick Plant site approached department staff about a potential 10.5-acre land dedication for a recreation facility. The area could be visioned into a mix-use development, featuring the facility along with marketplace and plaza areas. Michael Smith expressed interest in the idea of the marketplace concept and could see a scenario where there is a tournament or large program and participants can enjoy a well-rounded, family-friendly place. Chair Inger Hiller noted that she thinks the location is in an ideal spot providing great accessibility, and Michael Smith expressed agreement in the convenience of the location. No action was required at this time as this agenda item was informational. PARKS AND RECREATION DEPARTMENT COMMENTS Staff provided Commission members with the following updates: - Dan Wahl provided an update on the Recreation Division’s response to COVID-19. As facilities are returning to nearly full capacity, the biggest challenge has proven to be recruiting staff to fill lifeguard and front desk attendant positions. - Mike Kilman provided an update on the 2021 Summer Concert Series and future events, including Climb4Change scheduled for May 22 at the Challenge Hill at Philip S. Miller Park. - Each year the Town of Castle Rock through its Public Art Commission participates in a County-wide program called Art Encounters. Rotating sculptures are brought in and this year’s program will feature seven new sculptures installed throughout Castle Rock. Installations will begin in May. - The Public Art Commission is also working on a campaign called Painting Positivity. The campaign’s first phase and launch will feature a mural installation off of Wilcox Street in early June. The campaign’s second phase is currently collecting photography submissions from community members, which will be assembled into images or mosaics representing the theme of positivity for public street art installations throughout Castle Rock. - Annual board and commission recruitment is underway; members who are eligible to reapply to serve additional terms have been emailed by Maia Aman to apply online - The Commission will likely convene as the Noxious Weed Advisory Board at its May meeting to approve the Noxious Weed Management Plan, and the Commission will tentatively plan to return to in-person meetings in June .
