CALL TO ORDER This meeting was called to order by Chair Inger Hiller at approximately 5 p.m. Parks and Recreation staff including Jeff Brauer, Jeff Smullen, Mike Kilman, Dan Wahl, Brian Peterson, Jennifer Martin, Bob Maloney and Maia Aman were present. Council Liaison Caryn Johnson also attended. MINUTES OF THE REGULAR MEETING PRC 2022-021 Approval of the Minutes It was motioned by Shawn L’Esperance and seconded by Madeline Self to approve the minutes of the September 21, 2022 Parks and Recreation Commission meeting. "I move to approve the minutes of the September 21, 2022 Parks and Recreation Commission meeting.” Yes: 6 - Chair Hiller, Commissioner Dunn, Vice Chair Grider, Commissioner Jones, Commissioner Self, and Commissioner L'Esperance Not Present: 1 - Commissioner Smith AGENDA TOPICS PRC 2022-022 Recreation Center Improvements Update Recreation Facilities Supervisor Dan Wahl provided Parks and Recreation Commission members and staff with an overview of recent upgrades completes at the Recreation Center during the annual maintenance week, which is typically held in August as families head Parks and Recreation Commission Meeting Minutes November 16, 2022 back to school. 2022 improvements included refurbishing wood floors, installing vinyl flooring in previously carpeted areas, painting, acid washing the leisure pool and general cleaning. New cardio equipment will also be installed in spring 2023 after the beginning-of-year fitness rush. PRC 2022-023 Update on a Resolution Approving a Contract to Buy and Sell Real Estate Between the Town of Castle Rock and Douglas County School District RE-1 (312 Cantril Street) The historic Cantril school house located on Cantril Street in the Craig and Gould neighborhood was recently added to the Douglas County School District’s surplus property list. In early November, Town Council approved a contract to purchase the school with the intent of preserving it as well as its grounds. Now the Town is beginning planning efforts to determine how to best use the property. A public open house will be held on Wednesday, Nov. 30 at Cantril to begin to obtain input. The facility could be used for art and cultural programming, smaller special events and event rentals, educational programming and preschool, day camps, classes, and more. Madeline Self expressed excitement over the purchase and the opportunity to preserve history and celebrate community character. Chair Inger Hiller noted that she likes the idea of mixed-use and thinks events held in a historic venue such as the school could be really unique and special for Castle Rock. Jeff Brauer noted that the school district has requested a use agreement through the end of the summer to close out the school year and begin to move out. In the interim period, planning efforts will continue to set programming, determine renovation steps and schedule future use. PARKS AND RECREATION DEPARTMENT COMMENTS Parks and Recreation staff members provided the following updates: · The Douglas County Open Space shareback tax was successfully approved by voters in the November election · Renovations continue at Butterfield Park as the restroom facility has been completed and grading began for the playground installation · Renovation work has commenced at Mitchell Gulch Park with the demolition of the existing play features · Grading begun for the development of the Colorado Front Range Trail in Castle Rock, especially for the northern project segment · Town staff held successful VIP event at Meztler Family Open Space to launch the commencement of parking lot construction and provide a soft opening to the community; the parking lot will likely be completed in early 2023 depending on weather · The annual Pie Bake-off Event hosted nearly 200 people featuring a competition between 14 pies · Reindeer Games will be held on Saturday, December 3 · Holiday light installation is nearing completion for the Starlighting event · The 2022 Festival of Trees will feature 25 trees sponsored mostly by businesses · The December Commission meeting will be held at the Millhouse and will feature a dinner to thank the members for their service throughout 2023 · Jeff Brauer and commission members and staff thanked Caryn Johnson for her service on Town Council and acting as a liaison to the commission as her term ends in 2022 Parks and Recreation Commission Meeting Minutes November 16, 2022 COMMISSION COMMENTS Sarah Grider asked about staffing issues at the Recreation Center, especially regarding the pools. Recreation Manager Mike Kilman confirmed that due to staffing shortages, especially during the day, staff have had to close the Recreation Center pool to consolidate operations at the Miller Activity Complex. Chair Inger Hiller thanked Town staff for organizing the fun board and commission event at the Millhouse. Shawn L’Esperance asked if there were any updates on the proposed Brickyard development and Director Jeff Brauer confirmed that the schematic design process for the sports development is underway by architectural firm Barker Rinker Seacat. The department will continue with its planning efforts while Confluence Companies simultaneously works through their development application process.
