CALL TO ORDER ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA Commission Chair Inger Hiller called the meeting to order at approximately 5 p.m. Parks and Recreation staff in attendance included Jeff Brauer, Jeff Smullen, Brian Peterson, Dan Wahl, Jennifer Martin, Maia Yates and Mike Kilman. Present 6 - Chair Inger Hiller, Commissioner Nathan Jones, Commissioner Shawn L'Esperance, Commissioner Scott Dowis, Vice Chair Rebecca Dunn, and Commissioner Michael Smith Not Present 1 - Commissioner Madeline Self PUBLIC COMMENT DURING THIS TIME, MEMBERS OF THE PUBLIC ARE INVITED TO ADDRESS THE COMMISSION AND STAFF ON ITEMS THAT ARE NOT ON THE AGENDA. COMMENTS SHOULD BE LIMITED TO NO MORE THAN FOUR (4) MINUTES. None. CHAIR AND VICE CHAIR APPOINTMENTS PRC 2023-011 Appointment of Chair and Vice Chair for 2023-2024 Shawn L'Esperance motioned and Nathan Jones seconded the appointments of Inger Hiller to serve as Chair and Rebecca Dunn to serve as Vice Chair from 2023 through 2024. "I move to appoint Inger Hiller to serve as Chair and Rebecca Dunn to serve as Vice Chair of the Parks and Recreation Commission from 2023 through 2024." Yes: 6 - Chair Hiller, Commissioner Jones, Commissioner L'Esperance, Commissioner Dowis, Vice Chair Dunn, and Commissioner Smith Not Present: 1 - Commissioner Self APPROVAL OF THE MINUTES PRC 2023-012 Approval of the Minutes Nathan Jones motioned and Shawn L'Esperance seconded the approval of the Parks and Recreation Commission Meeting Minutes June 21, 2023 minutes; the minutes were unanimously approved. "I move to approve the minutes of the May 17, 2023 Parks and Recreation Commission meeting." Yes: 6 - Chair Hiller, Commissioner Jones, Commissioner L'Esperance, Commissioner Dowis, Vice Chair Dunn, and Commissioner Smith Not Present: 1 - Commissioner Self PARKS AND RECREATION DEPARTMENT COMMENTS Parks and Recreation Department staff provided the following updates: - Three items were recently and successfully approved by Town Council, including the Fourth Amendment to the Services Agreement with Barker Rinker Seacat Architecture to complete construction documents and design development for the proposed Sports Development Center; a construction contract with Colorado Designscapes for the development of the Town's next neighborhood park in Plum Creek; and an agreement with Landscape Structures to directly purchase the playground equipment for installation at the Plum Creek North Park. - The grand reopening event of Butterfield Crossing Park was extremely successful. It featured superheros, inclusive activities and a formal ribbon cutting ceremony. The Castle Rock Parks and Trails Foundation presented a giant check to the Castle Rock Mayor, representing their over million dollar donation to fund the fully-inclusive Possibilities Playground. Staff will continue to work with the project contractor on punch-list and close-out items. - Two new electric car charging stations are now available for public use at Philip S. Miller Park, recently installed just south of the Miller Activity Complex in the parking lot adjacent to the indoor pool. The stations are the result of a partnership between the Town and CORE Electric Cooperative. - The Aquatics Division experienced positive staffing changes with the onboarding of new Aquatics Supervisor, Lori Kaupp, who was the Director of Operations at Elitch Gardens in Denver. Lori also brought additional experienced staff with her from Elitch Gardens to help run the department's aquatic operations. - Summer camp programming was in full swing with over 3,000 participants registered for the 2023 season; over 1,000 remained on the waitlist and staff were working to reduce the number by shifting waitlisted kids to programs with openings. - The Mitchell Gulch Park Renovation project is behind schedule due to the inclement weather experienced throughout the spring resulting in a constant need to reschedule concrete placement. The prefabricated restrooms were recently placed. - The wet spring weather resulted in less rounds played at Red Hawk Ridge Golf Course in June, putting the course approximately $50k-$100k under projected revenue for the month; the course was, however, still trending over budget for the year. Parks and Recreation Commission Meeting Minutes June 21, 2023 TOUR OF CANTRIL SCHOOL Staff provided commission members with a tour of Cantril School, which was recently purchased by the Town of Castle Rock from the Douglas County School District. The first opening phase may feature art and cultural programming such as pottery and painting, and room rentals. Future opening phases may include universal preschool and artist studios for rent. The initial plan is to freshen up the inside with new paint and restored floors, as well as complete accessibility improvements. Programming and capital improvements will continued to be phased overtime. ADJOURN The meeting adjourned at approximately 6:19 p.m.
