CALL TO ORDER Present 6 - Commissioner Nathan Jones, Commissioner Madeline Self, Commissioner Shawn L'Esperance, Commissioner Scott Dowis, Vice Chair Rebecca Dunn, and Commissioner Michael Smith Not Present 1 - Chair Inger Hiller ADDITIONS/DELETIONS/MODIFICATIONS TO THE AGENDA Parks and Recreation Commission Vice Chair Rebecca Dunn called the meeting to order at approximately 5 p.m. Town staff in attendance included Jeff Brauer, Mike Kilman, Bob Maloney and Maia Yates. There were no modifications to the agenda as presented. PUBLIC COMMENT DURING THIS TIME, MEMBERS OF THE PUBLIC ARE INVITED TO ADDRESS THE COMMISSION AND STAFF ON ITEMS THAT ARE NOT ON THE AGENDA. COMMENTS SHOULD BE LIMITED TO NO MORE THAN FOUR (4) MINUTES. None. MINUTES OF THE REGULAR MEETING PRC 2023-018 Approval of the Minutes It was motioned by Nate Jones and seconded by Madeline Smith to approve the minutes of the September 20, 2023 Parks and Recreation Commission meeting. Yes: 6 - Commissioner Jones, Commissioner Self, Commissioner L'Esperance, Commissioner Dowis, Vice Chair Dunn, and Commissioner Smith Not Present: 1 - Chair Hiller AGENDA ITEMS Parks and Recreation Commission Meeting Minutes October 18, 2023 PRC 2023-019 Discussion/Direction: Plum Creek North Park Naming The purpose of this agenda item was to seek a Parks and Recreation Commission recommendation to select a name of the future neighborhood park under construction in north Plum Creek. This summer and fall, staff gathered input related to naming and nearly 500 open-ended suggestions and 230 naming preferences were expressed via an online questionnaire. The Town’s facility naming policy says the “goal in selecting names for Town facilities shall be primarily to advance fostering a sense of community and small-town character.” This goal includes names which heighten the awareness of Town history, celebrate the natural environment and call attention to points of pride in our community, to people, events and geography that have shaped the Town, create our sense of place and make our community unique. Among the suggestions and preferences, Emerald Park emerged as a top choice. A Town staff naming committee reviewed all of the feedback submitted and recommended that the park be named Emerald Park or a variant thereof - possibly Emerald Hill or Emerald Point park. Staff would take the commission’s recommendation to Town Council so they can establish the park’s official name in the near future. After some discussion, it was motioned by Madeline Self and seconded by Shawn L’Esperance to endorse the selection of Emerald Park as the name of the future park in north Plum Creek. "I move to recommend that Town Council establish the name of the future park in Plum Creek north as Emerald Park.” Yes: 6 - Commissioner Jones, Commissioner Self, Commissioner L'Esperance, Commissioner Dowis, Vice Chair Dunn, and Commissioner Smith Not Present: 1 - Chair Hiller PARKS AND RECREATION DEPARTMENT COMMENTS Parks and Recreation Department staff provided the following updates: · Town Council approved an agreement with Wilson & Company, Inc., to design the Industrial Tributary Trail. Project design will commence this fall with construction launching in late 2024. · Staff will soon seek Town Council approval of an agreement with SaBell’s Civil and Landscape, LLC, to address the resulting construction deficiencies at Cobblestone Ranch Park; project work will commence as soon as possible. · Parks and Recreation Director Jeff Brauer thanked everyone for their participation at the grand opening event of the Colorado Front Range Trail on Saturday, Oct. 14. · Upcoming events would include Spooktacular at the Miller Activity Complex on Saturday, Oct. 21 and the Pie Bake Off on Saturday, Nov. 4. · Programming was launched at Cantril School while work continued with efforts focused on flooring and bathroom upgrades. · Holiday light installation was underway and would take approximately one month to complete. Staff plan to add lights to Cantril School this year, and add blue and silver ornaments to the tree at Festival Park. · The Town Managers office would be hosting another Board and Commission Appreciation Event this year; the event was scheduled for 6-7:30 p.m. on Tuesday, Parks and Recreation Commission Meeting Minutes October 18, 2023 Nov. 14 at Cantril School. COMMISSION COMMENTS Michael Smith noted that the race at the grand opening trail event was fun. Madeline Smith inquired about whether the lifeguard, staffing and waitlist situations were improving for the Recreation Division. Recreation Manager Mike Kilman confirmed that overall the staffing situation had improved and highlighted the face that all full-time positions in the Aquatics Division had been filled. Mike also explained that the preschool program had added an additional room to accommodate an increased number of students. Vice Chair Rebecca Dunn inquired how construction was progressing at Mitchell Gulch Park. Assistant Director Jeff Smullen commented that progress was slightly slower than the department would typically like to see, but explained that the second phase, which included the tennis courts and stormwater detention pond, were technical in nature. At this point in time, warmer weather will be required to complete the project, especially the tennis courts. Madeline Self asked if the Town was currently facing a lawsuit regarding an injury at Butterfield Crossing Park. Staff were not aware of a lawsuit at this time.
