Audrey Spencer of the Downtown Alliance also joined. Julisa Morris, Jen Perry and Yontae Johnson all arrived after the approval of the minutes so were not present for those votes; Samantha Wood and Jen Perry both left the meeting prior to the approval of the mural recommendation so were not present for that vote. Members of the public in attendance included Melissa Swanson and Alison Leard of Pacific Coast Conservation to present an item listed within the agenda. AGENDA TOPICS PAC 2021-021 Approval of the Minutes of February 11 and February 25, 2021 Chair Lauri Maloney motioned and Diana Sterling seconded the approval of the minutes of the February 11 and February 25, 2021 Public Art Commission meetings. “I move to approve the minutes of the February 11 and February 25, 2021 Public Art Commission meetings.” Yes: 4 - Commissioner Wood, Commissioner Maloney, Commissioner Sterling, and Commissioner Brueggemann Not Present: 3 - Commissioner Morris, Commissioner Perry, and Commissioner Johnson Public Art Commission Meeting Minutes March 11, 2021 PAC 2021-022 Approval of the Subcommittee Minutes of February 24 and March 3, 2021 Chair Lauri Maloney motioned and Diana Sterling seconded the approval of the minutes of the February 24 and March 3, 2021 Public Art Commission subcommittee meetings. I move to approve the minutes of the February 24 and March 3, 2021 Public Art Commission subcommittee meetings.” Yes: 4 - Commissioner Wood, Commissioner Maloney, Commissioner Sterling, and Commissioner Brueggemann Not Present: 3 - Commissioner Morris, Commissioner Perry, and Commissioner Johnson PAC 2021-023 Pacific Coast Conservation: Collection Assessment and Maintenance Plan Pacific Coast Conservation attended the March Parks and Recreation Commission meeting to present the assessment reports and draft maintenance plan for Castle Rock’s public art inventory. An essential component of Goal 6 of the Town-Council approved Public Art Commission Public Art Plan was to create a maintenance policy and future maintenance plan to act as stewards of the Town’s collection. Commission members reviewed and discussed the assessment reports and draft maintenance plan summary, especially items related to Tribal Jam and Local Backbone. Chair Lauri Maloney directed staff to place conservation and maintenance on the April agenda to continue to discuss next steps. PAC 2021-024 Douglas County Art Encounters Appointed representative Stephanie Brueggemann and Staff Liaison Maia Aman attended the selection meeting of the Douglas County Public Art Advisory Committee on Wednesday, March 3 with the ranking determined by the Public Art Commission at their special meeting in February. Seven sculptures were selected for the 2021-2022 Art Encounters program. In March, Commission members determined where to install the sculptures throughout Castle Rock. Representing the DCPAAC, Kim Smith had also requested that Stephanie and Maia ask members regarding: increasing the artist stipend, implementing a policy to limit repeating sculptures and allowing for indoor sculptures. The Commission didn’t express a strong desire to change the stipend, nor establish a policy. Indoor sculptures also didn’t seem advisable given the current political climate of COVID and the increased need to do activities outdoors and socially distanced. Maia Aman will work with Town staff to confirm installation locations and implement individual artist contracts prior to the program launch in June. PAC 2021-025 Painting Positivity Campaign Project Planning Update The Public Art Commission Subcommittee provided an update on the planning efforts of the Painting Positivity Campaign. The subcommittee met with members of the Castle Rock Artist Cooperative on February 24 and March 3, 2021. The subcommittee had reviewed the proposals submitted to the call for entries for the mural at the 407 Wilcox Street and hosted a jurying meeting to select a finalist. The Commission reviewed and approved the proposed finalist. The subcommittee will continue planning efforts for phase two of the campaign, which will be a call to community members to submit photographs for use in street art installations throughout the summer. Chair Lauri Maloney motioned and Julisa Morris seconded the approval of selecting the Public Art Commission Meeting Minutes March 11, 2021 proposal submitted by artists Emma Gottschalk and Josh Eller for the mural to be installed at The Fort CPA Group, 407 Wilcox Street. “I move to approve the selection of the proposal submitted by artists Emma Gottschalk and Josh Eller for the mural to be installed at The Fort CPA Group, 407 Wilcox Street.” Yes: 5 - Commissioner Morris, Commissioner Maloney, Commissioner Sterling, Commissioner Brueggemann, and Commissioner Johnson Not Present: 2 - Commissioner Wood, and Commissioner Perry PAC 2021-026 Public Art Outreach After reviewing the survey results from 2020, it was generally noted that public outreach, communication and engagement should continue to be a strong focus of the Commission in the future. To this end, it was asked as to whether or not the Commission could establish an email list to keep interested residents informed on public art and art initiatives. The Staff Liaison explained that the Town can manage an email subscription list through a platform called Notify Me, which is a function of the CRgov.com website and Town staff created a public art list for future email distribution. Staff also presented a draft email to be sent in early March, which the Commission reviewed and provided feedback on. PAC 2021-027 Public Art Fund Update This agenda item was tabled to a future discussion since no new updates were available. COMMISSION AND COUNCIL COMMENTS Chair Lauri Maloney asked if there were any updates regarding the potentially lost art piece installed at the Grange in The Meadows and staff confirmed that no updates were available.
