Public Art Commission Meeting Minutes Thursday, September 9, 2021 4:00 PM Central Service Center 1400 Caprice Drive Castle Rock, CO 80109 This meeting is open to the public. All times indicated on the agenda are approximate. Three or more Councilmembers may also attend this meeting, during which the items listed herein will be discussed. CALL TO ORDER / ROLL CALL The meeting was called to order by Commission Chair Lauri Maloney at 4:01 p.m. Council Liaison Caryn Johnson was present, as was Staff Liaison Maia Aman and Tony DeSimone of Confluence Construction. AGENDA TOPICS PAC 2021-070 Town Hall Plaza Sculpture: Call for Entries Discussion/Direction The Commission discussed a call for entries for the Town Hall Plaza Sculpture. Encore, formerly known as Festival Park Commons, is a project to redevelop three lots Downtown, just south of Town Hall. The project features a seven-story building that will have residential, retail and office space on the west side, adjacent to Wilcox Street and a parking garage on the east side, adjacent to Perry Street. The project is currently under construction. The project will also include a public plaza just south of Town Hall and an additional plaza space interior to the project along Wilcox Street. To beautify and enhance the plaza area, Confluence Companies has generously offered the Town of Castle Rock $50,000 to purchase a public art sculpture for installation; the Town and therefore the Public Art Commission will be responsible for its future maintenance. Themes discussed for the call included honoring Castle Rock’s western heritage, paying tribute to veterans or featuring modern/fun art. The intent of the project is to enhance Town Hall and the perceived quality of life as the plaza could eventually play host to small events or rallies. The Commission was in general agreement about selecting a piece with a theme of unification or bringing people together. Members also discussed scale, recommending a larger-sized/vertically-oriented sculpture, and confirmed a stipend would potentially be provided to the artists who were selected to interview as finalists. Public Art Commission Meeting Minutes September 9, 2021 Staff was directed to compose a draft call for entries for review at the October meeting. PAC 2021-071 Approval of the Minutes of July 8, 2021 Chair Lauri Maloney motioned and Stephanie Brueggemann seconded the approval of the minutes of the July 8, 2021 Public Art Commission meeting. “I move to approve the minutes of the July 8, 2021 Public Art Commission meeting.” Yes: 5 - Chair Perry, Vice Chair Brueggemann, Commissioner Leone, Commissioner Morris, and Chair Maloney Not Present: 2 - Commissioner Whitehouse, and Commissioner Wood PAC 2021-072 Approval of the Minutes of August 12, 2021 Chair Lauri Maloney motioned and Jen Perry seconded the approval of the minutes of the August 12, 2021 Public Art Commission meeting. “I move to approve the minutes of the August 12, 2021 Public Art Commission meeting.” PAC 2021-073 Public Art Fund Update Staff provided Public Art Commission members with an update regarding the current state of the Public Art Fund. PAC 2021-074 Staff Updates Staff provided the following updates: Town of Castle Rock Holiday Card Contest The Town is hosting a holiday card art contest for middle- and high-school aged students. The winning design will be featured on the cover of the Town's official 2021 holiday card, displayed in Town and used for marketing. The winner will also be recognized at the November 16 Council meeting and will receive a set of printed cards. The Town Manager’s office has asked for the Public Art Commission’s help in selecting the winner at their October 2021 regular meeting. PAC 2021-075 Artfest Planning Members discussed and planned the logistics of attending Artfest for public outreach purposes. PAC 2021-076 Painting Positivity Project Planning Update The Public Art Commission Subcommittee provided an update on the planning efforts of the Painting Positivity Campaign. Members reviewed the mural design for installation at the stairway along Sellars Gulch Trail. It was also noted that street art would soon be installed and that postcards would be distributed to local businesses as giveaways. A graphic designer was working on a t-shirt design as a thank you gift for community members who contributed photographs for the street art. PAC 2021-077 Public Art Planning Public Art Commission Meeting Minutes September 9, 2021 Members continued to discuss and plan for the Town of Castle Rock’s next public art plan. Members provided updates on several interviews that had occurred and confirmed additional interviews. The Commission may need to research moderator or facilitator options for future discussions or open houses. COMMISSION/COUNCIL COMMENTS Stephanie Brueggemann noted that the Denver Meow Wolf would be opening in September. ADJOURN The meeting adjourned at approximately 5:12 p.m.
