AGENDA TOPICS PAC 2021-089 Approval of the Minutes of October 14, 2021 Ken Greenburg motioned and Julisa Morris seconded the approval of the minutes of the October 14, 2021 Public Art Commission meeting. “I move to approve the minutes of the October 14, 2021 Public Art Commission meeting.” Yes: 5 - Chair Perry, Commissioner Greenberg, Commissioner Leone, Commissioner Morris, and Commissioner Wood Not Present: 2 - Vice Chair Brueggemann, and Whitehouse PAC 2021-090 Public Art Fund Update Staff provided Public Art Commission members with an update regarding the current state of the Public Art Fund. Public Art Commission Meeting Minutes November 11, 2021 PAC 2021-091 Staff Updates Staff provided the following updates: The Rock Paint-by-number Since 2019, the Rock Paint-by-number has been featured in Castle Rock Adventist Hospital’s emergency wing entrance. Marti Jones the Volunteer Services Coordinator from the hospital recently contacted staff to indicate that the piece was moved to storage due to a permanent art installation. While their staff had offered to install the piece in a new space after completion of construction, they were wondering if we’d like to install the piece elsewhere in the interim. In October, the Commission discussed moving the piece from the hospital to the Recreation Center, preferably near the Senior Center. Since then, however, Castle Rock Water had reached out to see if they could potentially feature the piece behind the Customer Service Desk of the new Administrative Water Building. Members were supportive of this suggestion and directed staff to execute accordingly. ILYSM Mural Emilie Reznik of High Noon Entertainment contacted the Town of Castle Rock to obtain a materials release because, if approved, the mural would be briefly featured in an upcoming show filmed in the Denver area called Sacred Rooms. The artists and property owner have confirmed their consent and the Town’s Legal team is reviewing the release for consideration. Election Results The lodging tax was approved by voters during the election. The results indicate that funding will likely be available for public art maintenance and conservation beginning in 2021. Staff will provide future updates on the amount of funding available after Town Council approves and adopts an official 2021 budget in December. Members directed staff to place conservation and maintenance needs on the agenda for review in January. PAC 2021-092 Town Hall Plaza Sculpture: Call for Entries Update Staff provided the update that the call for entries for the Town Hall Plaza sculpture was posted to begin obtaining submissions. Kenneth Greenberg suggested posting the call to the Town’s social media pages and also confirmed the ability to share the post through personal social media networks. It was also noted that the call should be shared with the Castle Rock Artist Cooperative to provide local artists the opportunity to get involved. Other outreach suggestions included sharing the call with artists whose sculptures are featured on display in various locations in Loveland, as well as with the Museum of Outdoor Arts. Members also confirmed a general process for reviewing the entries with additional selection committee members in December. PAC 2021-093 Painting Positivity Project Update The Public Art Commission Subcommittee provided an update on the planning efforts of the Painting Positivity Campaign. Staff noted the post cards would soon be distributed, and Jen Perry was working to obtain t-shirt sizes as thank you gifts for community members who submitted photographs for the street art installations. Street art installations were completed, however, Terra Leone noted that the art at Bison Park had been removed. Staff indicated they would follow up with Parks staff to see what had occurred. Council Liaison Johnson also wrote a proclamation to honor Painting Positivity at the Dec. 7 Town Council Public Art Commission Meeting Minutes November 11, 2021 meeting. Members were invited to attend the proclamation event and staff will distribute an email invitation to the Castle Rock Artist Cooperative, as well as the community members who submitted photographs. PAC 2021-094 Public Art Planning Members continued to discuss and plan for the Town of Castle Rock’s next public art plan. Members provided updates on several interviews that had occurred and confirmed additional interviews. The Commission reviewed dates to hold a planning session in January and members will confirm their schedules, although the group tentatively slated Jan. 15 as the date. It was suggested that to prepare for the planning session, members should (a) review the existing plan as a skeleton for the upcoming plan, and (b) review the interviews and previous public survey results from 2020.
