All times indicated on the agenda are approximate. Three or more Councilmembers may also attend this meeting, during which the items listed herein will be discussed. CALL TO ORDER / ROLL CALL The meeting was called to order by Chair Jen Perry at approximately 4:02 p.m. Council Liaison Tim Dietz was present, as was Staff Liaison Maia Yates. Samantha Wood was not present for the approval of the minutes. Present 7 - Vice Chair Stephanie Brueggemann, Commissioner Julisa Morris, Commissioner Samantha Wood, Vice Chair Jen Perry, Commissioner Kenneth Greenberg, Commissioner Ann O'Leary, and Commissioner Katie Gasper PUBLIC COMMENT No members of the public were present. AGENDA ITEMS PAC 2023-001 Approval of the Minutes of November 10, 2022 Ken Greenberg motioned and Stephanie Brueggemann seconded the approval of the minutes of the November 10, 2022 Public Art Commission meeting. “I move to approve the minutes of the November 10, 2022 Public Art Commission meeting.” Yes: 6 - Vice Chair Brueggemann, Commissioner Morris, Vice Chair Perry, Commissioner Greenberg, Commissioner O'Leary, and Commissioner Gasper Not Present: 1 - Commissioner Wood PAC 2023-002 Staff Updates Staff provided the following updates: Council Liaisons Early 2023, Town Council selected new liaison roles to determine their representation on board and commissions. Tim Dietz will serve as the Public Art Commission’s main liaison, and Ryan Hollingshead will serve as the group’s alternate liaison. Still Wild The sculpture commissioned for the Town Hall Plaza area is nearing completion and can be installed as early as February, pending the installation of the foundation. The concrete contractor is ready to go and has pulled the proper permits but is waiting for the snow to melt to initiate work. The electric can be completed very soon after the foundation is set. Public Art Commission Meeting Minutes January 12, 2023 PAC 2023-003 Douglas County Art Encounters The call for entries for the 2023-2024 Art Encounters program was posted to obtain submissions. The County’s Public Art Advisory Committee has determined that the call will close on February 17 and that the selection meeting will be held on March 1. It was determined by the Commission to hold a special meeting on Thursday, February 23 at 4 pm for the purposes of ranking the entries. It was also confirmed that Vice Chair Stephanie Brueggemann would continue to serve as the Commissions representative at the selection meeting. Jen Perry motioned and Katie Gasper seconded the motion to cancel the regular February 2023 meeting and hold a special meeting on Thursday, February 23 at 4 p.m. for the purposes of ranking the Art Encounter submissions prior to the March 1 selection meeting. "I move to approve cancelling the regular February 2023 meeting of the Public Art Commission and to hold a special meeting on Thursday, February 23 at 4 p.m." Yes: 7 - Vice Chair Brueggemann, Commissioner Morris, Commissioner Wood, Vice Chair Perry, Commissioner Greenberg, Commissioner O'Leary, and Commissioner Gasper PAC 2023-004 Dowdle City Puzzles Staff met with Kirk Nord of Dowdle Art Jigsaw Puzzles regarding the opportunity to commission famous painter Eric Dowdle to create a painting of Castle Rock, as well as puzzles of the painting. Staff shared Kirk's presentation with the Commission. After discussion, it was determined not to proceed with the opportunity due to the overall cost and time it would take to prioritize the project. The Commission directed staff to share the opportunity with additional community groups such as the Castle Rock Chamber of Commerce. PAC 2023-005 Public Art Planning Members continued discussions pertaining to the Town’s next public art plan, especially focusing on finalizing the plan's objectives. Each member was encouraged to complete a review of the document prior to the March meeting to offer feedback and see if any major priorities were missing. Once the plan’s substance is finalized, it will be designed into a presentable document and the Commission will then seek public feedback. Staff confirmed that the document will need to be approved by Town Council by resolution. Ken Greenberg asked if the plan would be stronger if it included model ballot initiative language for obtaining voter approval of SCFD funding. Katie Gasper noted that Rock the Arts also plans to soon issue a survey and suggested potentially combining the surveys to garner more responses. COMMISSION COMMENTS None. ADJOURN The meeting adjourned at approximately 5:05 p.m.
