AGENDA ITEMS PAC 2024-007 Approval of the Minutes Dana Frazee motioned and Ken Greenberg seconded the approval of the minutes of the January 11, 2024 and the February 29, 2024 Public Art Commission meetings. The motion passed unanimously 6-0. “I move to approve the minutes of the January 11, 2024 and the February 29, 2024 Public Art Commission meetings.” Yes: 6 - Chair Perry, Commissioner Greenberg, Commissioner Morris, Commissioner Gasper, Commissioner Frazee, and Commissioner Klossner Not Present: 1 - Commissioner Daniels PAC 2024-008 Staff Updates Public Art Commission Meeting Minutes March 14, 2024 Staff provided updates on the upcoming annual board and commission recruitment process schedule and on migrating documents of the public art commission for member easy reference online via Google Drive. Dana Frazee and Katie Gasper offered to assist with the interview panel in May. PAC 2024-009 Public Art Fund Update Staff provided members an update on the current status of the public art fund. PAC 2024-010 Purchase Request Members of the commission entertained a purchase request from the artist of Farmer’s Moon II, Reven Marie Swanson. The sculpture was installed at Festival Park in spring 2022 through the Town’s participation in Douglas County Art Encounters program. This program typically features one-year loans, but due to an upgraded art pedestal at Butterfield Crossing Park and its significant renovation and unveiling, the commission decided to loan Farmer’s Moon II for an additional year through 2025 to have the flexibility of featuring the Art Encounters program and a new sculpture at Butterfield. Reven had since reached out to see if the Town would be interested in purchasing her sculpture. After some discussion, the commission elected not to make an offer on the piece at this time. PAC 2024-011 Strategic Initiatives The purpose of this agenda item was for members and staff to provide updates on the thematic goals identified in the Public Art Strategic Plan, including: the beautification of public spaces, community engagement, conservation and maintenance, creating an arts destination, making art part of the conversation and public/private funding. · The commission discussed the 2024-2025 Douglas County Art Encounters program. The call period was extended due to low and repeat submissions and the selection meeting rescheduled to April 10. Julisa Morris motioned and Dana Frazee seconded the need to schedule a virtual, special meeting on Monday, April 8 at 5 p.m. for the purposes of ranking artwork submissions prior to the selection meeting. The motion passed unanimously 6-0. · The commission also reviewed the upcoming finalists selected for artwork design for welcome art at the Wolfensberger and Wilcox intersection. Ken Greenberg suggested asking if Don and Lisa Adler could modify their submission to include steer or cattle given Castle Rock’s history. Staff confirmed that they could reach out to suggest this to the artists. · The commission considered an option to partner with the Parks and Recreation Department in obtaining a design for a giant Adirondack chair, to be purchased and installed by the department in Festival Park. Members liked the opportunity to seek artwork for a Castle Rock themed design, and agreed to issue a call for proposals with a $1,000 award. Staff would partner with the department to develop the call this spring. · Members also discussed hosting an additional volunteer opportunity to repaint the already faded concrete stain at the artwork reliefs at Metzler Ranch Community Park. A professor from Colorado Early Colleges expressed interest in bringing his entire class on Saturday, April 20. Staff Public Art Commission Meeting Minutes March 14, 2024 would confirm this date and also partner with Pacific Coast Conservation so the conservation contractor can apply a sealant to the concrete paint following the volunteer effort. · Staff provided the update that they have continued to meet with the art teacher from Castle Rock Christian Academy to plan the inaugural Tiny Art Quest program, which will likely be launched this fall.
