Please note that all times indicated on the agenda are approximate and interested parties are encouraged to be present earlier than the posted time. The Public Safety Commission meets monthly at the Town of Castle Rock Fire & Rescue Headquarters or Police Department. Call to Order and Attendance Vice-Chairperson Smoker called the meeting to order at 3:00 p.m. Present 8 - Bonnie Dews, Ruby Martinez, Tim Arvidson, David Dostaler, Kerstin Keough, Vice Chair Dan Smoker, Chrissy Williams, and Jose Guerrero Not Present 1 - Chairperson Janet Peterson Attendance 3 - Jack Cauley, Norris Croom, and Becky Hernandez Approval of Meeting Minutes Ms. Keough moved to approve the December 5, 2019 minutes. Ms. Dews seconded the motion; the motion carried. PS 2020-001 Public Safety Commission meeting minutes Dec. 5, 2019 Attachments: PSC12-05-2019 Minutes Fire Department Report PS 2020-002 CRFD November Report Attachments: CRFD November report · Chief Croom distributed the Fire Department’s November monthly report. o Discussion on a recent vehicle rollover accident on South Lake Gulch Rd. o In November, the department responded to 483 calls for service. o EMS calls increased approximately seven percent; fire calls decreased. o The 2019 year-to-date calls for service was 5,876. · Annual report o The department’s annual report is in progress; expecting a February release. Public Safety Commission Meeting Minutes - Draft January 2, 2020 · 2020-2024 Master plan o To be presented at the February Public Safety Commission. o This document is a global view (e.g. future population expectations). · 2020-2024 Strategic Plan o This document, recently emailed to all PSC members, is a tactical plan on goals to accomplish for the department. o Ms. Keough stated the plan is a very comprehensive plan. o Vice-Chairperson Smoker requested a recommendation to approve the Fire Department’s 2020-2024 Strategic Plan. § Ms. Keough moved to approve the Fire Department’s 2020- 2024 Strategic Plan, Mr. Arvidson seconded; the motion carried unanimously. · PSTC o Siding has been placed on most walls. o Expected completion continues to be in late March or early April. · ISO rating o The rating is provided every five years. o CRFD’s current rating is a 2 (out of 10 with 1 being the best rating). o Each point lowered saves approximately one million dollars in property insurance. · 2021 Budget o SCBA system to be replaced (current equipment is at the end of its 10-year life). § $1,000,000 replacement cost. § Implementation is winter of 2020. § Discussion on types of SCBA customization available. o Station door headers § Lower doors (12-foot in height) will be raised to 14-foot to better accommodate the department’s apparatus. Police Department Report PS 2020-003 CRPD November Report Attachments: CRPD November report · Chief Cauley distributed the Police Department’s November monthly report. o Total crashes decreased 7 percent between 2018 and 2019 (year-to-date). o The 2019 year-to-date response time is 5 minutes 31 seconds. o The Rock Watch increased to 422 cameras community-wide. · Swearing-in ceremony - Monday, Jan. 6 (9 a.m.) o Philips S. Miller county building - Hearing room. o Seven new officers will fill current vacancies, new 2020 positions, and a couple of forward hires. · Police parking lot addition scheduled this year. Public Safety Commission Meeting Minutes - Draft January 2, 2020 o Flood work included as well. · Total Wellness program continues to develop. o Yoga for first responder classes for Fire and PD - Chief Cauley discussed the benefits of this program. New Business · Town’s weather closure delay policy o Chief Croom discussed the recent adoption of the policy for all global closures, including snow closures. o The policy may be modified, if needed. o Other entities are considered in a decision (e.g. road and bridge, state, outside counties, other city/town closures, school districts, and government entities). o Ms. Dews requested a copy of the policy for commissioner review. Chief Croom to email a copy to the commissioners. Old Business · Has the Town finished the update for the Boards and Commission manual yet? o It is not completed; however, the Town Clerk is working to have it finalized before May 2020. Commissioner Comments and Questions · Congratulations to Chief Cauley on the Igniter of the Year award presented by Simon Sinek at the December Council meeting. · Ms. Dews suggested discontinuing the hardcopy distribution of the Police and Fire monthly reports. Consensus was to continue receiving an electronic copy only. · Discussion on Castle Rock’s current population, expected population in the next few years, and possible effects on police and fire calls for service. · How was New Year’s Eve? Chief Cauley stated there were no major incidents. Adjourn Mr. Smoker made a motion to adjourn the meeting; Ms. Williams seconded the motion. All were in favor. The meeting adjourned at 3:49 p.m. The next Public Safety Commission meeting is scheduled for February 6, 2019 at 3:00 p.m. at the Fire Department.
