Roll Call: Jim Welch Priscilla Garrett, Eric Cherry, Absent were Larry Roberson, Jennifer Basinger and Alternates Jeff Gardner and Kyle McVay. 3. Citizens Comments: Open at 6:02. None 4. Approval of minutes from previous meetings, October 14, 2020 and Oct 22, 2020. Motion to approve by Eric Cherry, 2nd Jim Welch. Motion passed. 5. Public Hearing on a request for a preliminary vacate and re-plat of Asatian Oaks - Lot 3 located immediately North of Highway 90 and East of Tondre Drive. Opened at 6:04. No citizen comments. Closed 6:05. 6. Discussion and appropriate action on a request for a preliminary vacate andre-plat of Alsation Oaks - Lot 3 located immediately North of Highway 90 and East of Tondre Drive. Motion by Eric Cherry to forward request to City Council conditionally with approval of Engioneers comments noted. 2nd by Priscilla Garrett. Motion passed. 7. Public Hearing on an amendment to the Comprehensive Zoning Ordinance, specifically amending theTable of Contents: amending Article I, General Provisions, Section 7: Special Definitions noted and related to "Use Regulations" by adding definitions; amending Artile IV, Section 10: Single Family Design; and adding Article IV Section 11: Modular Homes. Opened at 6:11. No citizen comments. Closed at 6:12. 8. Discussion and appropriate action on an amendment to the Comprehensive Zoning Ordinance, specifically amending theTable of Contents: amending Article I, General Provisions, Section 7: Special Definitions noted and related to "Use Regulations" by adding definitions; amending Artile IV, Section 10: Single Family Design; and adding Article IV Section 11: Modular Homes. Public Hearing on repealing Chapter 99 of the City of Castroville Code of Ordinances: Tree Preservation; amending Chapter 100: Subdividions, specifically amending Chapter 100 Article I: in General, Section 100-2: Definitions by adding definitions; and adding Article III: General Subdivision Design and Layout, Section 100-57: Landscaping. Opened at 6:21. No citizen comments. Closed 6:22. 10. Discussion and appropriate action on repealing Chapter 99 of the City of Castroville Code of Ordinances: Tree Preservation; amending Chapter 100: Subdividions, specifically amending Chapter 100 Article I: in General, Section 100-2: Definitions by adding definitions; and adding Article III: General Subdivision Design and Layout, Section 100-57: Landscaping. Concerns raised from the commission was the need to separate the requirements that might be different for established sub-divisions and those being built from ground up. A motion to repeal the current tree ordinance and direct staff to further research guidelines that would address tree preservation in new construction in new sub-divisions by Eric Cherry, 2nd Priscilla Garrett. Motion passed. 11. Public Hearing on an amendment to the Comprehensive Zoning Ordinance, amending Article I, General Provisions, Section 12: Fences, Walls, and Hedges. Opened at 6:59. No citizen comments. Closed at 7:00. 12. Discussion and appropriate action on an amendment to the Comprehensive Zoning Ordinance, amending Article I, General Provisions, Section 12: Fences, Walls, and Hedges. Previous discussions had indicated a need to simplify Section 12. It was noted that this subject comes up frequently in day-to-day questions to Staff. Recommendation by staff attached.
