Discussion: This project is the third phase of installing street lights along South Main Street with funding that is currently in place in the RDA fund. This phase involves starting at the end of phase 2 (the intersection of Cedar Knolls and South Main Street) and continuing south to Cedar Boulevard with 11 new street lights on both sides of Main Street. Local contractors and suppliers were notified of this project via email, advertisement in the Spectrum newspaper, and on the City’s website. The bid documents were requested by 5 contractors, 4 suppliers, and 4 plan rooms. Cedar City received three (3) bids for the project. The following table shows a summary of the bids that were received. The low bidder – Silver Sage Construction is not on the City’s official plan holders list; there is a notice on the City’s website that states that “Bidders not on the official Plan Holders List (for each project) will not be allowed to bid the project.” However, this requirement is not found in the bid documents, and we recommend that this informality be waived. Advanced Silver Sage Doug Hunt Construction and Construction Construction Inc Design LLC $ 281,700.00 $ 296,500.00 $ 302,420.00 If this bid is awarded it would be on the condition that the Contractor provides the required executed bonding, insurance documents, immigration status verification, and that the Mayor be authorized to sign the agreement with the Contractor. 1 The table below provides a summary of the proposed budget for this project: South Main Street Lighting Project Phase 3 Project Funding (Account #57-40-730) Funding Expenses Balance Funding – RDA Fund – Account #57-40-730 $350,000 Expenses – Construction Contract Phase 3 ($281,700) Materials Testing ($1,500) RMP Service Extension (est.)
