COMMITTEE OF THE WHOLE City Hall – Council Chambers March 18, 2019 The Committee of the Whole met in the Council Chambers at 5:55 p.m. on March 18, 2019, with the following Committee persons in attendance: Mayor Jim Brown, Tom Blanford, Frank Darrah, Susan deBuhr, Daryl Kruse, Mark Miller, and David Wieland. Rob Green was absent. Staff members attended from all City Departments. Tom Nelson with the Waterloo Courier also attended. Mayor Brown called the meeting to order and introduced the first item on the agenda, Pavement Management. Chase Schrage Principal Engineer reviewed the Pavement Management Program. He stated these projects will be funded from Local Option Sales Tax. He explained there are some streets which will have full-depth reconstruction, some will be restored and others will have an overlay/seal coat process done. Mr. Schrage explained engineering staff reviews the entire city and visually evaluates the roadways. They have completed this each year since 1991. He explained during the review they look at the complete streets and pedestrian/bike plan. He reviewed the streets which will be completed in 2020. Matt Tolan Civil Engineer II, reviewed the outlook for 2021 – 2023. He stated this is the tentative plan for now, and these roadways will be reviewed each year and could move up or down in the schedule as needed. Mayor Brown opened it up for discussion. Brian Heath Public Works Parks Manager stated due to the freeze thaw cycle, pot holes are prevalent. He explained they were out this past weekend to repair a few major ones and will complete more permanent repairs with a hot mix when the weather permits. Daryl Kruse motioned to approve the 2020-2023 Pavement Management Plan, seconded by Tom Blanford. The motion carried unanimously. Daryl Kruse motioned to proceed to final design on the 2020 projects, seconded by Susan deBuhr. The motion carried unanimously. Mayor Brown introduced the final item on the agenda, bills and payroll. Daryl Kruse moved to approve the bills as presented, David Wieland seconded the motion. The motion carried unanimously. There being no further discussion, Mayor Brown adjourned the meeting at 6:29 p.m. The motion carried unanimously. Minutes by Lisa Roeding, Controller/City Treasurer
