COMMITTEE OF THE WHOLE MINUTES City Hall, 220 Clay Street November 4, 2024 The meeting of Standing Committees met at City Hall at 6:10 p.m. on November 4, 2024, with the following Committee persons in attendance: Councilmembers Gil Schultz, Chris Latta, Daryl Kruse, Aaron Hawkbaker, Dustin Ganfield, Hannah Crisman, and Kelly Dunn. Staff members from all City Departments and members of the community attended in person. COMMITTEE OF THE WHOLE: Mayor Laudick called the meeting to order and introduced the first item on the Committee of the Whole agenda, FY2024 Annual Comprehensive Financial Report and introduced Controller/City Treasurer Lisa Roeding. Roeding gave an overview of the FY2024 Annual Comprehensive Financial Report and stated the City is required to publish a complete set of audited financial statements presented in accordance with generally accepted accounting principles. Roeding stated the auditors reviewed and tested various items and gave an unmodified or clean opinion; the unmodified opinion is the highest audit assurance that you can receive on your financial statements. Roeding noted the audit regarding federal grant funding and sources; Roeding noted it is the City’s 34th year receiving the Government Finance Officer’s Association Certificate of Achievement for Excellence in Financial Reporting for the FY2023 Annual Comprehensive Financial Report. She stated once the report is received and filed by Council, it will be submitted to the State Auditor’s office as required by Iowa Code, to GFOA, and will be posted on the City’s website. Councilmember Schultz asked if the City had received the award 34 years in total or 34 years consecutively; Roeding responded 34 consecutive years. Councilmember Latta noted Cedar Falls’ low tax rates and lean budget with regard to staffing and workload. Councilmembers thanked staff for their work on the report. Mayor Laudick introduced the second item on the Committee of the Whole agenda, Cedar Falls Community Foundation Update and introduced Executive Director Sally Timmer and President John Lehman. Timmer and Lehman provided an overview of the Foundation’s mission and vision statements; history of the organization; accreditation; financial support to the Library, Hearst Center, Recreation Center and various City projects including the pickleball courts and Cedar River recreation. Timmer and Lehman outlined competitive grant awards and the Children and Families fund grantees; provided updates on the Foundation’s rebranding, re- accreditation, and the Housing Trust Fund. Councilmembers thanked Timmer and Lehman for the presentation and the Foundation’s continued work. Meeting adjourned at 6:28 p.m. Minutes by Katie Terhune, Administrative Supervisor
