COMMITTEE OF THE WHOLE MINUTES City Hall, 220 Clay Street November 17, 2025 The meeting of the Committee of the Whole met at City Hall at 6:30 p.m. on November 17, 2025, with the following Committee persons in attendance: Mayor Danny Laudick, Gil Schultz, Chris Latta, Daryl Kruse, Aaron Hawbaker, Dustin Ganfield, Hannah Crisman, and Kelly Dunn. Staff members from all City Departments and members of the community attended in person. COMMITTEE OF THE WHOLE: Mayor Laudick called the meeting to order and introduced the first item on the Agenda, Tour of Community Natatorium. Mayor relayed that Councilmembers and staff had just returned from taking a tour of the Community Natatorium led by Community Development Director Stephanie Sheetz. Mayor Laudick introduced the second item on the Agenda, FY2025 Annual Comprehensive Financial Report and introduced City Controller/Treasurer Lisa Roeding. Roeding gave an overview of the FY2025 Annual Comprehensive Financial report and stated the City is required to publish a complete set of audited financial statements presented in accordance with generally accepted accounting principles. Roeding stated that Finance staff spends about 800 hours to compile the report. Roeding noted work with auditing agency Eide Bailey who gave the City an unmodified or clean opinion, the highest audit assurance that can be received. Roeding stated this is the 35th year the City has received the Government Finance Officer's Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the FY2024 audit; the City submitted the report to the Popular Annual Financial Report and received a 1st award for that. Once the report is received and filed by Council at the regular City Council meeting, it will be submitted to the State Auditor’s office as required by Iowa Code, to GFOA, and will be posted on the City’s website.
