MINUTES
The Cedar Falls Planning and Zoning Commission met in regular session on September 10, 2025 at
5:30 p.m. at City Hall. The following Commission members were present: Grybovych, Hartley,
Henderson, Johnson, Moser, Sorensen, Stalnaker and Watkins. Alberhasky was absent. Karen
Howard, Planning and Community Services Manager, Thomas Weintraut, Planner III, and Michelle
Pezley, Planner III, were also present.
1.) Chair Hartley noted the Minutes from the August 27, 2025 regular meeting are presented.
Sorensen made a motion to approve the Minutes as presented. Grybovych seconded the
motion. The motion was approved unanimously with 8 ayes (Grybovych, Hartley, Henderson,
Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays.
2.) The first item of business was a College Hill Design Review for duplexes at 2415 – 2421 Iowa
Street. Chair Hartley introduced the item and Ms. Pezley provided background information.
She explained that the applicant is proposing two duplexes with each unit containing three-
bedrooms and two-bathrooms. Each duplex will have four parking spaces (two in each garage
and two on the driveway behind the garages. She showed renderings of the layouts and
design of the duplexes. She reviewed the designs as they relate to other houses in the
neighborhood and the College Hill Design Review standards. Staff finds that all requirements
have been met and staff recommends approval of the designs.
Stalnaker asked if the siding would be identical or similar on the two buildings. Ms. Pezley
stated that they would be similar but the designs are not the same.
Jake Geisler, 5373 S. Hudson Road, developer, was available for any questions. Sorensen
commended him on his other recent projects and how well they fit into the neighborhood.
Stalnaker made a motion to approve the item. Sorensen seconded the motion. The motion
was approved unanimously with 8 ayes (Grybovych, Hartley, Henderson, Johnson, Moser,
Sorensen, Stalnaker and Watkins), and 0 nays.
3.) The next item for consideration by the Commission was a College Hill Design Review for
roofing at 2503 Tremont Street. Chair Hartley introduced the item and Ms. Pezley provided
background information. She noted that the applicant is requesting to use standing seam steel
roofing on the house and garage and provided renderings of the current property and what the
proposed materials would look like.
Hartley asked if there is anything in the works to incorporate these metal roofs into the code to
simplify the approval process. Ms. Howard stated that this is part of the work being done on
the College Hill Zoning update.
Sorensen made a motion to approve the item. Watkins seconded the motion. The motion was
approved unanimously with 8 ayes (Grybovych, Hartley, Henderson, Johnson, Moser,
Sorensen, Stalnaker and Watkins), and 0 nays.
4.) The Commission then considered a Land Use Map Amendment & Rezoning from R-4
Residential to C-2 Commercial Land Use Map Amendment from “High Density Residential” to

“Neighborhood Commercial/Mixed Use.” Chair Hartley introduced the item and Mr. Weintraut
provided background information. He explained that this is a rezoning for one parcel and a
land use amendment for two parcels at the intersection of Seerley and Main Streets. It is
proposed to change the R-4, Residential zoning to C-2, Commercial, for 2309 Main Street.
The applicant would like to combine the two lots together for new development. Mr. Weintraut
discussed the appropriate uses for each of the zoning districts and showed images of what is
being proposed. The applicant would like to build a two-story mixed use building with two
storefront spaces on the lower level and two residential units above. He spoke about the
criteria for approval of the rezoning, but noted the inconsistency with the Future Land Use
Map. An amendment to the Future Land Use Map in the Comprehensive Plan to show the two
properties at the corner of Seerley and Main as Neighborhood Commercial/Mixed Use instead
of “High Density Residential.” This Comprehensive Plan amendment will be necessary prior to
approval of the rezoning. Staff recommends discussion of this item and setting a public
hearing for the next meeting.
Sorensen made a motion to set a public hearing for September 24, 2025. Henderson
seconded the motion. The motion was approved unanimously with 8 ayes (Grybovych,
Hartley, Henderson, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays.
5.) As there were no further comments, Sorensen made a motion to adjourn. Stalnaker seconded
the motion. The motion was approved unanimously with 8 ayes (Grybovych, Hartley,
Henderson, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays.
The meeting adjourned at 5:50 p.m.
