Cedar Falls Planning and Zoning Commission Regular Meeting October 22, 2025 Cedar Falls, Iowa MINUTES The Cedar Falls Planning and Zoning Commission met in regular session on October 22, 2025 at 5:30 p.m. at City Hall. The following Commission members were present: Alberhasky, Grybovych, Hartley, Johnson, Moser, Sorensen, Stalnaker and Watkins. Henderson intended to participate remotely, but due to technical issues was not able to join the meeting. Karen Howard, Planning and Community Services Manager, Michelle Pezley, Planner III and Matthew Tolan, PE, Principal Engineer, were also present. 1.) Chair Hartley noted the Minutes from the October 8, 2025 regular meeting are presented. Alberhasky made a motion to approve the Minutes as presented. Johnson seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays. 2.) The first item of business was an RP Master Plan amendment for Wild Horse Ridge. Chair Hartley stated the item has been deferred to the next meeting. 3.) The next item for consideration by the Commission was a revised preliminary plat amendment for Wild Horse Ridge. Chair Hartley stated the item has been deferred to the next meeting. 4.) The next item for consideration by the Commission was a preliminary plat for West Viking Road Industrial Park Phase VII and VIII. Chair Hartley introduced the item and Ms. Pezley provided background information. She explained that the property is located east of South Union Road and north of West Ridgeway Avenue and displayed a proposed revised plat for the area. The plat now includes a lot for a new power generation plant for Cedar Falls Utilities. She noted that the preliminary plat is in compliance with the Industrial Park Master Plan. Staff recommends approval subject to any comments or directions from the Commission and conformance with all city staff recommendations and technical requirements. Sorensen made a motion to approve the item. Moser seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays. 5.) The Commission then considered a request for a final plat for West Viking Road Industrial Park Phase VII. Chair Hartley introduced the item and Ms. Pezley provided background information. She explained that this item is for the area discussed in the previous item and gave a brief description of what would be included in the plat. Staff recommends approval subject to any comments or directions specified by the Commission and conformance with all city staff recommendations and technical comments. Sorensen asked if there will be a street connection to Union Road and if it will have any improvements to the stretch of gravel road. Mr. Tolan responded that there will be, and eventually improvements will be made to Union Road in collaboration with the County. Nancy Scholz, 2342 S. Union Road, asked what it means when staff says Union Road will be rebuilt. Mr. Tolan explained that it will be replaced with concrete to bring it to City standards. 1  Sorensen made a motion to approve the item. Grybovych seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays. 6.) As there were no further comments, Sorensen made a motion to adjourn. Moser seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley, Henderson, Johnson, Moser, Sorensen, Stalnaker and Watkins), and 0 nays.
