MINUTES
The Cedar Falls Planning and Zoning Commission met in regular session on January 28,
2026, at 5:30 p.m. at City Hall. The following Commission members were present:
Alberhasky, Grybovych, Hartley, Henderson, Johnson, Moser, Stalnaker and Watkins. Karen
Howard, Planning and Community Services Manager and Michelle Pezley, Planner III, were
also present.
1.) Chair Stalnaker noted the Minutes from the January 14, 2026 regular meeting are
presented. Hartley made a motion to approve the Minutes as presented. Johnson
seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky,
Grybovych, Hartley, Henderson, Johnson, Moser, Stalnaker and Watkins), and 0 nays.
2.) The first item of business was the final plat for North Cedar Estates (FP25-002). Chair
Stalnaker introduced the item and Ms. Pezley provided background information. She
gave an overview of the plat. She also explained that all the public improvements will
need to be completed or a contract for completion approved prior to Council approval
of the final plat, which includes working with engineering to bond for any incomplete
public improvements, including but not limited to sidewalks, stormwater management
areas, grading and seeding the parkland. Staff recommends approval of the final plat
with any comments or directions specified by the Commission and conformance with
all staff recommendations.
Hartley made a motion to approve the item. Henderson seconded the motion. The
motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley,
Henderson, Johnson, Moser, Stalnaker and Watkins), and 0 nays.
3.) The Commission then considered a site plan review for 7 Brew Coffee (SP25-013).
Chair Stalnaker introduced the item and Ms. Pezley provided background information.
She explained that it is proposed to be located at 6003 University Avenue and
provided details on the plan for the building, location and access. She displayed and
spoke about the proposed building design, surrounding properties, parking and
stacking, landscaping, trash enclosure, stormwater management, lighting and signage.
Staff recommends approval of the site plan with any comments or directions specified
by the Commission and conformance with all staff recommendations.
Henderson asked if there were any concerns about additional traffic through the area.
Ms. Pezley stated that there are not because adequate circulation drives are provided
to serve the entire mall site.
The applicant came forward to note he is available for questions and Hartley asked
about the timeline for completion of the project. The applicant explained that it would
roughly be a three to four month contruction process depending on weather
conditions.

Moser made a motion to approve the item. Alberhasky seconded the motion. The
motion was approved unanimously with 8 ayes (Alberhasky, Grybovych, Hartley,
Henderson, Johnson, Moser, Stalnaker and Watkins), and 0 nays.
4.) Next was a special presentation of the public review draft of the new College Hill
Zoning Code. Stalnaker asked Ms. Howard to outline the various steps of the public
review process for the proposed code. She provided an overview of the public process
and upcoming opportunities for public input. She noted that final adoption will likely be
late summer 2026. Leslie Oberholtzer, code consultant from Codametrics, gave the
presentation.
She first discussed project scope, where she provided the key considerations from the
zoning review in the vision plan and defined the next steps. She also explained the
process and its phases, noting future meeting dates and what they will involve. She
briefly went through the summary of the recommendations and provided the character
areas being addressed.
Ms. Oberholtzer then spoke about current zoning districts, their uses, and how they
are no longer appropriate for what is in the area. She also discussed the current
College Hill Neighborhood Overlay, the standards within and the unnecessary level of
complexity that is added to the process.
The next area of discussion was the draft code. She provided an overview of the code
and what is being addressed, including the creation of a set of new zoning districts.
She showed five building types to be used to regulate the building form by district. She
spoke about the need for open space and solutions for creating them, as well as
changes to streetscape and yards. Ms. Oberholtzer also discussed uses, building
designs, site design and parking, as well as proposed direction for approval
procedures.
Ms. Howard explained that there will be an open house following the meeting in the
foyer with staff and consultant available for questions.
5.) As there were no further comments, Hartley made a motion to adjourn. Alberhasky
seconded the motion. The motion was approved unanimously with 8 ayes (Alberhasky,
Grybovych, Hartley, Henderson, Johnson, Moser, Stalnaker and Watkins), and 0 nays.
The meeting adjourned at 6:25 p.m.
