PLANNING AND ZONING COMMISSION REGULAR MEETING October 25, 2017, 6:00 PM 13133 E. ARAPAHOE ROAD MINUTES 1. CALL TO ORDER Chair Sutherland called the meeting to order at 6:03 PM. 2. ROLL CALL Those present were: Chair Sutherland Commissioner Cohen Commissioner Griffis Commissioner Larimer Commissioner Sims Commissioner Suhaka Commissioner Urtz Those absent were: Commissioner Beatty Commissioner Hart Also present were: Jill Hassman, Assistant City Attorney Derek Holcomb, Deputy Community Development Director Jenny Houlne, Senior Planner Michael Gradis, Planner II Jennifer Wood, Recording Secretary a. Alternate Selection for Voting Purposes Commissioner Larimer was appointed voting member in the absence of Commissioner Hart. 3. CONSENT AGENDA Commissioner Urtz moved approval of the CONSENT AGENDA. Commissioner Sims seconded the motion. With Commissioners Cohen, Griffis, Larimer, Sims, Suhaka, Urtz, and Chair Sutherland, voting AYE, and (None) voting NAY; the motion was approved by a vote of seven (7) AYE and none (0) NAY. a. Consideration of Resolutions i. Resolution No. 2017-PZ-R-25, The Ridge at Centennial (Natural Grocers) Site Plan Ratification (Case No. LU-17-00124) b. Consideration of Other Items Minutes – Planning and Zoning Commission October 25, 2017 Page 2 c. Approval of Minutes 4. LAND USE APPLICATIONS/PUBLIC HEARINGS a. Resolution No. 2017-PZ-R-24, Township at Highlands Site Plan Amendment (Case No. LU-17-00164) Tryba Architects (the “Applicant”) on behalf of AIMCO Township at Highlands Apartments, LLC (the “Owner”), requested a continuance of this item. Commissioner Suhaka moved to continue Resolution No. 2017-PZ-R-24, Township at Highlands Site Plan Amendment, to a date undetermined. Commissioner Sims seconded the motion. With Commissioners Cohen, Griffis, Larimer, Sims, Suhaka, Urtz, and Chair Sutherland, voting AYE, and (None) voting NAY; the motion was approved by a vote of seven (7) AYE and none (0) NAY. b. Trails and Recreation Plan Adoption Jenny Houlne, Senior Planner, presented and answered questions from the Commissioners. Chris Geddes, Project Consultant with Design Workshop, presented and answered questions from the Commissioners. Chair Sutherland opened the public hearing. Tom Wood, Chair of the City of Centennial’s Open Space Advisory Board, 7344 S. Fillmore Circle, spoke in favor of the plan. Seeing that there was no one else who wished to address the Planning and Zoning Commission, Chair Sutherland closed the public hearing. Commissioner Urtz moved to approve Resolution 2017-PZ-R-22, a resolution of the City of Centennial Planning and Zoning Commission adopting the City of Centennial Trails and Recreation Plan. Commissioner Sims seconded the motion. With Commissioners Cohen, Griffis, Larimer, Sims, Suhaka, Urtz, and Chair Sutherland, voting AYE, and (None) voting NAY; the motion was approved by a vote of seven (7) AYE and none (0) NAY. c. Cherry Creek School District Options Program Rezoning (Case No. LU-17-00232) Michael Gradis, Planner II, presented. David Strohfus, Cherry Creek School District’s Director of Planning, presented and answered questions from the Commissioners. Chair Sutherland opened the public hearing and seeing no one present wishing to speak, the public hearing was closed. Minutes – Planning and Zoning Commission October 25, 2017 Page 3 Commissioner Sims moved that Case Number LU-17-00232, Cherry Creek School District Options Program Rezoning Plan, be recommended to City Council for approval based on the Planning and Zoning Commission’s finding that the proposed rezoning satisfies the approval standards set forth in section 12- 14-604(E) of the Land Development Code. Commissioner Suhaka seconded the motion. With Commissioners Cohen, Griffis, Larimer, Sims, Suhaka, Urtz, and Chair Sutherland, voting AYE, and (None) voting NAY; the motion was approved by a vote of seven (7) AYE and none (0) NAY. 5.
