MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Monday, April 01, 2013 A Regular Meeting of the City Council was held on this date in the City Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1. Call to Order Mayor Noon called the meeting to order at 7:12 PM. 2. Roll Call Those present were: Council Member Dindinger Council Member Gardner Council Member Bosier Council Member McClellan Council Member Weidmann Council Member Moon Mayor Noon Those absent were: Council Member Piko, excused Council Member Lucas, excused Also present were: John Danielson, City Manager Bob Widner, City Attorney Wayne Reed, Deputy City Manager Elisha Thomas, Assistant City Manager/Director of Administrative Services Jeff Brasel, Planning Manager Brenda Madison, City Clerk Barbara Setterlind, Deputy City Clerk 3. Pledge of Allegiance Mayor Noon led the Pledge of Allegiance. 4. Public Comment; 7:15 PM Margaret McCall, 200 S. Franklin Street, Denver, asked for support of a Solar Energy Campaign. Council Member Weidmann left the dais. Jordan Rohde, 2971 E Phillip Drive, discussed snow plowing on East Phillips Drive, requested a status on an audit on a Sheriff's Office and City Attorney's Office, and discussed other concerns. Andrea Suhaka, 6864 S. Ulster Circle, commented on Council Member Gardner's report on the fire departments during the Study Session. 5. Scheduled Presentations a. Update from Emergency Services Group and Law Enforcement; 7:22 PM Chief Ruoff, Littleton Fire Rescue, made a brief report. Captain Thompson, Arapahoe County Sheriff's Office, made a brief report. b. Youth Commission Update; 7:32 PM Marlena McClellan, Youth Commissioner, made a brief report. 6. Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Bosier requested item 7d, Ordinance No. 2013-O-15, be moved to the Discussion Agenda. Council Member Gardner moved approval of CONSENT AGENDA, excluding item 7d, Ordinance No. 2013-O-15. Council Member Bosier seconded the motion. With Mayor Noon, Council Member Dindinger, Council Member Gardner, Council Member Bosier, Council Member McClellan, Council Member Weidmann, Council Member Moon voting AYE, and (None) voting NAY; Absent: 2. THE MOTION Passed. 7. Consideration of Ordinances on First Reading a. ORDINANCE NO. 2013-O-10 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO ESTABLISHING A TEMPORARY MORATORIUM ON THE OPERATION OF MARIJUANA CULTIVATION FACILITIES, MARIJUANA PRODUCT MANUFACTURING FACILITIES, MARIJUANA TESTING FACILITIES, RETAIL MARIJUANA STORES, AND MARIJUANA CLUBS, AND AMENDING TITLE 6 OF THE CENTENNIAL MUNICIPAL CODE TO ADD A NEW ARTICLE 5 CONCERNING ASPECTS OF MARIJUANA, REGULATING THE MANNER IN WHICH MARIJUANA IS GROWN FOR PERSONAL USE, PROHIBITING THE OPERATION OF CERTAIN MARIJUANA ENTERPRISES, AND PROHIBITING MARIJUANA ON CITY OWNED OR LEASED PROPERTY b. Other Matters as May Come Before Council; 7:41 PM Council Member Weidmann discussed the request made during Public Comment regarding solar energy. He felt it wasn't part of the City's domain. Council Member McClellan felt the City should support the solar campaign. Consensus was to not move forward. Council Member Bosier inquired about cameras on light poles in the City. The Centennial City Council Meetings are audio streamed live on the City’s Web site. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1. Call to Order 2. Roll Call 3. Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
