CENTENNIAL CITY COUNCIL
Regular City Council Meeting
7:00 PM Monday, June 05, 2017
A Regular Meeting of the City Council was held on this date in the City Council Chambers at
13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had
been posted and a quorum was present.
1. Call to Order
Mayor Noon called the meeting to order at 7:50 PM.

Mayor Noon led in the Pledge of Allegiance.
4. Public Comment
Chris Heurtevant, 5943 S. Birch Way, stated she supported the stockpiling and the trash
container.
Deb Wells, 6337 S Jackson Street, representing the Alzheimer’s Association requested a
Proclamation for Alzheimer’s Awareness Month.

Andrea Suhaka, 6864 S Ulster Circle, discussed LYFT accounts and asked that DRMAC be
included in these transportation discussions.

OF THE CITY OF CENTENNIAL, COLORADO PROCLAIMING THE
MONTH OF JUNE IN PERPETUITY, AS MEN'S HEALTH MONTH
CONSENT AGENDA
Council Member Piko moved to Approve CONSENT AGENDA. Council Member Turley
seconded the motion.
With Mayor Noon, Council Member Moon, Council Member Piko, Council Member Lucas,
Council Member Turley, Council Member Truhlar, Council Member Gotto, Council Member
Whelan, Council Member Penaloza voting AYE, and (None) voting NAY; Absent: 0. THE
MOTION Passed.

Derek Holcomb, Deputy Director of Community Development, presented
Mayor Noon opened the Public Hearing.
Jennifer Price, 188 Inverness, and Liz Walker, 7436 S. Ivy Way, representing ATT Colorado and
Wireless Policy Group thanked staff and proposed changes to the Ordinance to include
Integration of State Regulations 6409.
Seeing no one else wishing to speak, the Public Hearing was closed.
Council Member Piko moved to Approve ORDINANCE NO. 2017 O-10 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER
12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING WIRELESS
COMMUNICATIONS FACILITIES AND DECLARING AN EMERGENCY. Council Member
Gotto seconded the motion.
With Mayor Noon, Council Member Piko, Council Member Lucas, Council Member Turley,
Council Member Truhlar, Council Member Gotto, Council Member Whelan, Council Member
Penaloza, Council Member Moon voting AYE, and (None) voting NAY; Absent: 0. THE
MOTION Passed.
ii. ORDINANCE NO. 2017-O-13 AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF CENTENNIAL, COLORADO
AMENDING SECTIONS 7-1-60, 7-2-30 AND 7-2-40 OF THE
MUNICIPAL CODE CONCERNING PROHIBITIONS ON
STOCKPILING AND INOPERABLE VEHICLES, AND JUDICIAL
ENFORCEMENT OF NUISANCE VIOLATIONS, AMENDING
SECTION 12-3-608 OF THE MUNICIPAL CODE CONCERNING
REFUSE CONTAINERS, AND PROVIDING A PENALTY FOR
VIOLATIONS OF THOSE PROVISIONS
Steve Greer, Director of Community Development, presented.
Mayor Noon opened the Public Hearing;
Andrea Suhaka, 6864 S Ulster Circle, stated she supported the proposed Ordinance.
Wally Godby, 7245 S. Grant Street, stated he supported the proposed Ordinance, but had some
additional concerns.

Sandy Galpin, 345 E Costilla Ave, discussed helping seniors with transportation; stated there is a
lot of cars parked on the streets due to adult children living at parents’ home.
Julie Gamec, 7278 S. Tamarac, asked about the definition of legal vantage point. Felt this may
cause neighbors to call on those they don’t like.
Vorry Moon, 1757 E. Jamison Ave, thanked Council for this Ordinance.

Council Member Piko moved to Approve ORDINANCE NO. 2017-O-13 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING SECTIONS
7-1-60, 7-2-30 AND 7-2-40 OF THE MUNICIPAL CODE CONCERNING PROHIBITIONS ON

iii. ORDINANCE NO. 2017-O-14 AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF CENTENNIAL, COLORADO,
AMENDING ARTICLE 2 OF CHAPTER 7 OF THE MUNICIPAL
CODE BY THE ADDITION OF A NEW SECTION 7-20-90 TO
DECLARE IT A NUISANCE AND UNLAWFUL TO PERMIT DEAD,
BROKEN, DISEASED OR INSECT INFESTED TREES ON
PROPERTY, AND PROVIDING A PENALTY THEREFOR

Mayor Noon opened the Public Hearing.
Andrea Suhaka, 6864 S Ulster Circle, stated she supported the proposed Ordinance.
Seeing no one else wishing to speak, the Public Hearing was closed.
Council Member Piko moved to Approve Ordinance 2017-O-14 as presented tonight with the
change to the definition of “potential threat or hazard” and with the addition of a definition of tree
management plan and a new subsection 3 providing an exception for governments that present
to the City a tree management plan. Council Member Turley seconded the motion.
With Mayor Noon, Council Member Piko, Council Member Lucas, Council Member Turley,
Council Member Truhlar, Council Member Gotto, Council Member Whelan, Council Member
Penaloza, Council Member Moon voting AYE, and (None) voting NAY; Absent: 0. THE
MOTION Passed.

The Centennial City Council Meetings are audio streamed live on the City’s website. Please remember
to mute the volume on your laptop computers and to turn off all cell phones as they may cause
interference with the microphones and audio streaming.

The Public Comment section offers an opportunity for any citizen to express opinions or ask questions
regarding City services, policies or other matters of community concern, and any agenda items that are
not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are
speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time
limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity
for everyone wishing to speak. An immediate response should not be expected, as issues are typically
referred to City staff for follow-up or research and are then reported back to Council and the individual
who initiated the comment or inquiry.
Written materials for presentation to Council may be submitted to the City Clerk as the speaker
approaches the podium. The City’s computer presentation equipment is not available for general public
use, although applicants are permitted to display relevant illustrations and material useful in informing the
Council and public of a project. The public may, however, use the document camera for visual
presentation of materials, if desired.
