MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, January 7, 2025 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:08 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Christopher Price, Deputy City Attorney Jill Hassman, Senior Assistant City Attorney Michael Gradis, Planning Manager Jeff Cadiz, Finance Director Christina Lovelace, City Clerk Allie Powell, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment Greg Lansky, 6453 s Potomac court, gave comments on the Potomac Median. Steve Rogers, 6561 Village Lane, gave comments on the Potomac Median. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. Mayor Piko opened the public hearing and there being no one wishing to speak, the public hearing was closed. Council Member Maurer moved to Approve ORDINANCE NO. 2024-O-20, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING SECTION 4-8-20 OF THE MUNICIPAL CODE ENTITLED “SPECIAL FUNDS” AND THEREBY DELETING THE FIBER FUND. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. ii ORDINANCE NO. 2024-O-19, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO CONCERNING NATURAL MEDICINE BY AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE), AND AMENDING CHAPTER 6 OF THE MUNICIPAL CODE INCLUDING THE ADOPTION PENALTIES FOR VIOLATIONS OF THE SAME, AND DECLARING AN EMERGENCY; 7:22 PM Jill Hassman, Senior Assistant City Attorney, and Michael Gradis, Planning Manager, presented. Mayor Piko opened the public hearing. Allison Lee, 6456 S Quebec Street, gave comments in opposition of the Ordinance. Bennett Rutledge, 4264 E Maplewood Way, gave comments in opposition of the Ordinance. Andrea Suhaka, 6864 S Ulster Circle, raised questions regarding the proposed Ordinance. Seeing no one else wishing to speak, Mayor Piko closed the public hearing. Consensus was to continue negotiations and bring this item back before council at a future meeting. GENERAL BUSINESS 14 Other Matters as May Come Before Council; 9:39 PM Council Member Alston recommended appointment of Judge K. Ellmann as the Centennial Municipal Judge and Liquor Hearing Authority. Consensus was to accept the recommendation and council will approve a resolution at a future meeting date. 15 Reports a City Manager; 9:46 PM Matt Sturgeon gave a brief report. b City Clerk; 9:48 PM Christina Lovelace gave a brief report. 16 Mayor's Report and Comments The Mayor’s Report was moved to the Study Session of January 7, 2025. 17 Executive Session Council Member Maurer moved to enter into executive session pursuant to C.R.S Sections 24- 6-402(4)(b) and (e) to receive legal advice, devise negotiation strategy, and instruct negotiators Minutes – Regular City Council Meeting 1/7/2025 7:00:00 PM Page 5 concerning an incentive request from a proposed business. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 0. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
