MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, March 4, 2025 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:15 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: Council Member Carnes, Excused Also present were Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Christopher Price, City Attorney Eric Eddy, Assistant City Manager Melanie Ward, Development, Foresight, and Infrastructure Readiness Manager David King, Senior Planner Chuck Powers, Director of Information Technology Christina Lovelace, City Clerk Allie Esch, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment (None) 5 Scheduled Presentations a Swearing In of Mayor Pro Tem; 7:16 PM Minutes – Regular City Council Meeting 3/4/2025 7:00:00 PM Page 2 Judge Ellman swore Council Member Sutherland in as Mayor Pro Tem. b YMCA Center of Generations Update; 7:20 PM Eric Eddy, Assistant City Manager, Breezy Bolden, President and CEO of the YMCA of Metro Denver, Lynn Taylor, District Executive Director of the YMCA of Metro Denver, and Paula Hellman, Engagement Coordinator for the Center of Generations, presented. Consensus was to bring the item back at a future meeting. 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Sutherland moved to Approve CONSENT AGENDA. Council Member Sheehan seconded the motion. With Mayor Piko, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. Mayor Piko opened the public hearing and there being no one wishing to speak, the public hearing was closed. Council Member Sutherland moved to Approve ORDINANCE NO. 2025-O-04, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING APPLICABILITY TO CITY OWNED PROPERTY (Campbell/Hassman). Council Member Alston seconded the motion. With Mayor Piko, Council Member Alston, Council Member Holt, Council Member Maurer, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. THE MOTION Passed. 12 Consideration of Resolutions (None) 13 Consideration of Other Items a Economic Development Incentives Policy Update; 7:46 PM Melanie Ward, Development, Foresight, and Infrastructure Readiness Manager, and David King, Senior Planner, presented. Consensus was to bring the item back before council at a future meeting. b Centennial's Use of Generative Artificial Intelligence Discussion; 7:58 PM Chuck Powers, Director of Information Technology, presented. The Centennial City Council Meetings are audio streamed live on the City’s website. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
