MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, June 3, 2025 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:06 PM. 2 Roll Call Those present were: Mayor Piko Council Member Tharp Council Member Carnes Council Member Sweetland Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: Council Member Maurer, Excused Also present were Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Jill Hassman, Assistant City Attorney Eric Eddy, Assistant City Manager Christina Lovelace, City Clerk Allie Esch, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment; 7:08 PM Julie Hannis, Tracey Freedman, and Mary Brasia, teachers from Cherry Creek and Littleton Public School district gave comments regarding the ACSO Reading to Horses program. Council Member Alston seconded the motion. With Mayor Piko, Council Member Alston, Council Member Holt, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 2. Council Member Carnes Joined the meeting at 7:47 PM. Mayor Piko opened the public hearing. Bennett Rutledge, 4264 E Maplewood Way, gave comments in opposition of the ordinance. There being no one else wishing to speak, the public hearing was closed. Council Member Sutherland moved to Approve ORDINANCE NO. 2025-O-05, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, ADDING ARTICLE 11 TO CHAPETER 6 OF THE CENTENNIAL MUNICIPAL CODE REGARDING COMMERCIAL LODGING LICENSING. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland, Council Member Tharp voting AYE, and (None) voting NAY; Absent: 1. Council Member Sutherland moved to enter into an Executive Session Pursuant to C.R.S. §24- 6-402(4)(b) to Receive Legal Advice on Specific Legal Questions Concerning 2024 Housing Legislation, a Recent Executive Order, and a Related Lawsuit Filed by Home Rule Municipalities Against the State of Colorado. Council Member Carnes seconded the motion. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
