MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:00 PM Monday, April 20, 2020 A Regular Meeting of the City Council was held on this date virtually via Zoom in Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayo Piko called the meeting to order at 6:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Moon Council Member Turley Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matthew Sturgeon, City Manager Elisha Thomas, Deputy City Manager Robert Widner, City Attorney Jennifer Madsen, Assistant City Attorney Eric Eddy, Director of Strategic Initiatives Jonah Schneider, Senior Management Analyst Steve Greer, Director of Community Development Jenny Houlne, Principal Planner Doug Farmen, Director of Finance Jeff Cadiz, Revenue Manager Allison Wittern, Director of Communications Neil Marciniak, Director of Economic Development Barbara Setterlind, City Clerk Christina Cooney, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment (None) Minutes – Regular City Council Meeting 4/20/2020 6:00:00 PM Page 2 5 Scheduled Presentations a Update from Arapahoe County Sheriff's Office; 6:04 PM Sheriff Brown and Chief Thompson gave an update. 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Sutherland moved to Approve CONSENT AGENDA. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Moon, Council Member Turley, Council Member Alston, Council Member Maurer, Council Member Sutherland, Council Member Sheehan, Council Member Sweetland, Council Member Holt voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 7 Consideration of Ordinances on First Reading a ORDINANCE No. 2020-O-02 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO PREPEALING ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE AND ADOPTING A NEW ARTICLE 1 OF CHAPTER 8 OF THE CENTENNIAL MUNICIPAL CODE ENTITLED MODEL TRAFFIC CODE CONCERNING THE ADOPTION OF THE 2020 EDITION OF THE MODEL TRAFFIC CODE AND ADOPTING PEANALTIES FOR VIOLATIONS OF THE SAME 8 Consideration of Resolutions a RESOLUTION NO. 2020-R-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO APPROVING, AND AUTHORIZING THE CITY MANAGER TO EXECUTE, THE PURCHASE ORDER AND ASSOCIATED AGREEMENTS WITH INSIGHT ENTERPRISES, INC. Jenny Houlne, Principal Planner, and Jeff Cadiz, Revenue Manager, presented. Doug Farmen, Director of Finance, gave clarifying comments. GENERAL BUSINESS 14 Other Matters as May Come Before Council; 6:56 PM Mayor Piko announced an award for SEMSWA for an aggressive response to the Piney Creek home floods. Sheriff Brown announced they are working with Crime Stoppers to reschedule Shred-a-thon and other ACSO summer events. 15 Reports a City Manager; 6:58 PM Matt Sturgeon gave a report and asked council to meet again April 29, 2020. Consensus was to meet at 6 PM. Allison Wittern, Communications Director, gave update on 2020 City Events Neil Marciniak, Economic Development Director, gave an update on the Centennial Small Business Loan Fund. Eric Eddy, Assistant City Manager, gave an update on the CARES Act Community Development Block Grant (CDBG) Funding and the available dollar amount for COVID response (food, rent/mortgage/utility assistance and health care). Jonah Schneider, Senior Management Analyst, gave clarifying comments.
