MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, September 6, 2022 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. Council Member Sheehan moved to Approve ORDINANCE NO. 2022-O-23, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, AMENDING SECTION 4-1-260 OF THE CENTENNIAL MUNICIPAL CODE TO ESTABLISH AN EXEMPTION FROM THE SALES TAX FOR CERTAIN RETAIL DELIVERY FEES AND CARRYOUT BAG FEES ENACTED BY THE STATE OF COLORADO AND DECLARING AN EMERGENCY. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 11 Consideration of Resolutions a RESOLUTION NO. 2022-R-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, SUBMITTING A BALLOT ISSUE SEEKING VOTER AUTHORIZATION OF A NEW LODGING TAX; AND SETTING THE TITLE FOR THE BALLOT ISSUE; 7:41 PM Eric Eddy, Assistant City Manager, and Jeff Cadiz, Finance Director, presented. Council Member Sweetland moved to approve RESOLUTION NO. 2022-R-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, SUBMITTING A BALLOT ISSUE SEEKING VOTER AUTHORIZATION OF A NEW LODGING TAX; AND SETTING THE TITLE FOR THE BALLOT ISSUE, Council Member Alston seconded the motion. Council Member Sutherland moved to Amend the Motion to change the ballot language to: “SHALL CITY OF CENTENNIAL TAXES BE INCREASED ANNUALLY BY $1,050,000.00 IN THE FIRST FULL FISCAL YEAR OF COLLECTION COMMENCING JANUARY 1, 2023, AND BY WHATEVER AMOUNT IS RAISED ANNUALLY THEREAFTER, BY THE IMPOSITION OF A LODGING TAX AT THE RATE OF THREE AND ONE HALF PERCENT (3.5%)” Council Member Carnes seconded. (Changing the Lodging tax rate from 5% to 3.5%) With Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Sutherland, Council Member Sweetland voting AYE, and (3) Council Member Alston, Council Member Moon, and Council Member Sheehan voting NAY; Absent: 0. Council Member Carnes seconded the motion. With Mayor Piko, Council Member Carnes, Council Member Holt voting AYE, and (6) Council Member Alston, Council Member Moon, Council Member Sutherland, Council Member Sweetland, Council Member Maurer, and Council Member Sheehan voting NAY; Absent: 0. THE MOTION TO AMEND Failed. Council Member Alston moved to Amend the Motion to change the ballot language to: “SHALL CITY OF CENTENNIAL TAXES BE INCREASED ANNUALLY BY $1,200,000.00 IN THE FIRST FULL FISCAL YEAR OF COLLECTION COMMENCING JANUARY 1, 2023, AND BY WHATEVER AMOUNT IS RAISED ANNUALLY THEREAFTER, BY THE IMPOSITION OF A LODGING TAX AT THE RATE OF FOUR PERCENT (4%)” Council Member Maurer seconded. (Changing the Lodging tax rate from 5% to 4%) With Council Member Alston, Council Member Moon, and Council Member Sweetland voting AYE, and (6) Mayor Piko, Council Member Carnes, Council Member Holt, Council Member Sheehan, and Council Member Sutherland voting NAY; Absent: 0. THE MOTION TO AMEND Failed. With Council Member Holt, Council Member Maurer, Council Member Sutherland, Council Member Sweetland, Council Member Alston, Council Member Moon, and Council Member voting AYE and Council Member Sheehan, Council Member Carnes and Mayor Piko voting NAY; Absent: 0. THE MOTION Passed to Approve Resolution 2022-R-45 with the approved amendment. 12 Consideration of Other Items (None) 13 Public Comment; 10:08 PM Jane Matiach, 6858 S Knolls Way, provided comments on Centennial Housing.
