MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 6:00 PM Tuesday, January 10, 2023 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 6:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Carnes Council Member Moon Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matthew Sturgeon, City Manager Robert Widner, City Attorney Elisha Thomas, Deputy City Manager Eric Eddy, Assistant City Manager Neil Marciniak, Director of Community and Economic Development Jeff Dankenbring, Director of Public Works Michael Nelson, Field Services Manager Anthony DeVita, Public Works Program Manager Barbara Setterlind, City Clerk Christina Lovelace, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment Jane Mataich, 6865 S Knolls way, gave comments on the housing in Centennial. 5 Scheduled Presentations Minutes – Regular City Council Meeting 1/10/2023 6:00:00 PM Page 2 a Recognition of Arapahoe County Sheriff's Office Chief Glenn Thompson; 6:08 PM Mayor Piko recognized Arapahoe County Sheriff’s Officer, Chief Glenn Thompson, for his service and celebrated his upcoming retirement. Mayor Piko recognized proclamation 2019-R-01 proclaiming the third Monday of January each year in perpetuity to be Dr. Martin Luther King Jr. Day; 6:13 PM 6 Executive Session a Executive Session of the City Council Pursuant to C.R.S. §§24-6- 402(4)(b) and (e) to Receive Legal Advice and Instruct Negotiators Concerning Right-of-Way and Street Maintenance Council Member Sheehan moved to go into an Executive Session of the City Council Pursuant to C.R.S. §§24-6-402(4)(b) and (e) to Receive Legal Advice and Instruct Negotiators Concerning Right-of-Way and Street Maintenance. Council Member Maurer seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 7 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Sheehan moved to Approve CONSENT AGENDA. Council Member Alston seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. Council Member Sheehan moved to Approve RESOLUTION NO. 2023-R-02 A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF CENTENNIAL, COLORADO, EXEMPTING THE SOUTHGATE WATER DISTRICT FROM THE PERMIT REQUIREMENTS UNDER THE CITY’S 1041 REGULATIONS AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT DESCRIBING SOUTHGATE’S OBLIGATIONS WHEN COMPLETING THE YOSEMITE STREET WATERLINE REPLACEMENT PROJECT. Council Member Sutherland seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. THE MOTION Passed. 14 Consideration of Other Items a 2023 Roadside Improvement Program – Discussion; 7:38 PM Jeff Dankenbring, Public Works Director, presented. GENERAL BUSINESS 15 Other Matters as May Come Before Council; 7:50 PM Council Member Maurer discussed concerns about snow removal in Centennial. Consensus was to not go forward with an Ordinance at this time, but to continue with information and education to residents through the City’s social media pages. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
