MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, September 19, 2023 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:00 PM. 2 Roll Call Those present were: Mayor Piko Council Member Carnes Council Member Moon Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Alston Council Member Sheehan Those absent were: None Also present were: Matthew Sturgeon, City Manager Robert Widner, City Attorney Elisha Thomas, Deputy City Manager Eric Eddy, Assistant City Manager Molly Schultz, Assistant City Attorney Neil Marciniak, Economic and Community Development Director Jess Lacambra, Planner I Michael Gradis, Principal Planner Barbara Setterlind, City Clerk Christina Lovelace, Deputy City Clerk 3 Pledge of Allegiance Mayor Piko led the Pledge of Allegiance. 4 Public Comment; 7:39 PM Pat Bernida, 911 E Briarwood Cir., South Metro Medical Loan Closet, introduced her organization and requested assistance from the City. Peter Cooney, 7235 S Pennsylvania, discussed the Neighborhood Workshop on September 7th and discussed harmony and goodwill within Centennial neighborhoods. Mayor Piko opened the Public Hearing. Mark Rosser, 7606 S Willow Way, gave comments in protest of the Ordinance. Heidi Parish, 7875 S Trenton St, gave comments in protest of the Ordinance. Mike McKenzie, 7663 S Grape St., gave comments in protest of the Ordinance due to lack of restrictions. Marlene McKenzi, 7663 S Grape St., gave comments in protest of the Ordinance requesting more restrictions. Larry Berliner, 5588 E Mineral Pl., gave comments in opposition of the Ordinance. Leigh Ann Kelly, 7651 S Grape St., gave comments in support of the Ordinance but requested additional restrictions. Pat Malone, 7837 S Forest St., gave comments in protest of the Ordinance. Beverly Wright, 8136 E Phillips Circ., gave comments in protest of the Ordinance. Lisa Zolle, 7715 S Forest St., gave comments in protest of the Ordinance, requesting additional restrictions. Karl Dierenbach, 7587 S Xanthia Ct. gave comments in support of the Ordinance. Rick Sheater, 5503 S Richway, gave comments in protest of the Ordinance. Maggie Doida, 7337 S Grape St., gave comments in opposition of the Ordinance, requesting additional restrictions. Bennett Rutledge, 4264 E Maplewood Way, gave comments in protest of an Emergency Ordinance. Rick Birney, 5755 S Kittredge Ct., gave comments in opposition of the Ordinance. Seeing no one else wishing to speak, the Public Hearing was closed. Council Member Holt moved to Approve ORDINANCE NO. 2023-O-10, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO AMENDING CHAPTER 12 OF THE MUNICIPAL CODE (LAND DEVELOPMENT CODE) CONCERNING RECREATION AND AMUSEMENT, PICKLEBALL, AND PICKLEBALL COURTS, AND DECLARING AN EMERGENCY WITH THE AMENDMENT OF ACCEPTING ALL REFERENCES OF 100FT TO 250FT. Council Member Alston seconded the motion. With Mayor Piko, Council Member Alston, Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 0. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project.
