MINUTES OF THE CENTENNIAL CITY COUNCIL Regular City Council Meeting 7:00 PM Tuesday, October 17, 2023 A Regular Meeting of the City Council was held on this date in the Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1 Call to Order Mayor Piko called the meeting to order at 7:10 PM. 2 Roll Call Those present were: Mayor Pro Tem Holt Council Member Carnes Council Member Sweetland Council Member Maurer Council Member Sutherland Council Member Holt Council Member Sheehan Council Member Moon Those absent were: Council Member Alston, excused Mayor Piko, excused Also present were: Matthew Sturgeon, City Manager Chris Price, Deputy City Attorney Elisha Thomas, Deputy City Manager Eric Eddy, Assistant City Manager Barbara Setterlind, City Clerk Summer Greenwood, Records Specialist 3 Pledge of Allegiance Mayor Pro-Tem Holt led the Pledge of Allegiance. 4 Public Comment; 7:15 PM Jordan Rody, 2971 E Phillips Drive, discussed proposed bike lanes in District 1. 5 Scheduled Presentations a Centennial Arts Foundation: Centennial Park Consideration; 7:17 PM Minutes – Regular City Council Meeting 10/17/2023 7:00:00 PM Page 2 Tia Hutton and Tammy Maurer presented. Consensus was to direct staff to work with the Arts Foundation on suggestions for a memorial garden in Centennial Center Park. 6 Consideration of Communications, Proclamations and Appointments (None) CONSENT AGENDA Council Member Sweetland moved to Approve CONSENT AGENDA. Council Member Sutherland seconded the motion. With Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 2. THE MOTION Passed. 7 Consideration of Ordinances on First Reading (None) 8 Consideration of Resolutions a RESOLUTION NO. 2023-R-58, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO RATIFYING THE APPROVAL OF THE CAMP PICKLE SITE PLAN, CASE NO. SITE-23- 00006 9 Consideration of Other Items a Minutes i Study Session October 3, 2023 ii Regular Meeting October 3, 2023 DISCUSSION AGENDA 10 Consideration of Land Use Cases (None) 11 Consideration of Ordinances (None) 12 Consideration of Resolutions; 7:40 PM a RESOLUTION NO. 2023-R-57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, OPPOSING PROPOSITION HH AS AN UNDUE LIMITATION ON MUNICIPAL BUDGETS AND LOCAL CONTROL Council Member Sweetland moved to Approve RESOLUTION NO. 2023-R-57, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CENTENNIAL, COLORADO, OPPOSING PROPOSITION HH AS AN UNDUE LIMITATION ON MUNICIPAL BUDGETS AND LOCAL CONTROL. Council Member Moon seconded the motion. With Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland voting AYE, and Council Minutes – Regular City Council Meeting 10/17/2023 7:00:00 PM Page 3 Member Sweetland voting NAY; Absent: 2. THE MOTION Failed. (Per City Council Policy 2017-CCP-02 a vote of 7 members is needed for approval) 13 Consideration of Other Items (None) GENERAL BUSINESS 14 Other Matters as May Come Before Council 15 Reports a City Manager Matt Sturgeon, City Manager, gave a brief report. b City Clerk (None) c Council Members Council Members and Mayor Pro Tem Holt gave brief reports. 16 Mayor's Report and Comments (None) 17 Executive Session; 8:36 PM Council Member Sweetland moved to go into Executive Session Pursuant to C.R.S. §§24-6- 402(4)(b) and (e) to Receive Legal Advice and Instruct Negotiators Regarding the Centennial Center Park Expansion Project. Council Member Maurer seconded. With Council Member Carnes, Council Member Holt, Council Member Maurer, Council Member Moon, Council Member Sheehan, Council Member Sutherland, Council Member Sweetland voting AYE, and (None) voting NAY; Absent: 2. The Centennial City Council Meetings are audio streamed live on the City’s website. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1 Call to Order 2 Roll Call 3 Pledge of Allegiance 4 Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern, and any agenda items that are not a part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry. Written materials for presentation to Council may be submitted to the City Clerk as the speaker approaches the podium. The City’s computer presentation equipment is not available for general public use, although applicants are permitted to display relevant illustrations and material useful in informing the Council and public of a project. The Consent Agenda will be read aloud prior to a vote on the motion.
