MINUTES OF THE CENTENNIAL CITY COUNCIL Council Workshop 8:00 PM Monday, September 18, 2017 A Workshop of the City Council was held on this date in the Longs Peak Room at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. 1. Call to Order Mayor Noon called the meeting to order at 8:20 PM. 2. Roll Call Those present were: Mayor Noon Council Member Moon Council Member Turley Council Member Piko Council Member Lucas Council Member Truhlar Council Member Gotto Council Member Whelan Council Member Penaloza Those absent were: None Also present were: Matt Sturgeon, City Manager Maureen Juran, Deputy City Attorney Elisha Thomas, Deputy City Manager Andy Firestine, Assistant City Manager Eric Eddy, Assistant to the City Manager Steve Greer, Director of Community Development Sheri Chadwick, Director of Communications Scott Blumenreich, Chief Innovation and Technology Officer Doug Farmen, Director of Finance Jeff Cadiz, Revenue Manager Barbara Setterlind, City Clerk 3. 2018 Budget Workshop Discussion Matt Sturgeon, City Manager, and Doug Farmen, Director of Finance presented. a. Open Space Fund Discussion Steve Greer, Director of Community Development answered questions from Council. Council consensus to increase the funding on the budget highlight number one, park maintenance, should be increased to up to $200,000.00. (9-0) Minutes – Special Meeting September 18, 2017 Page 2 Decision Packages: Lone Tree Creek Trail Phase Two Construction, Phase Three Design and Contingency Fund for Design or Construction: Council consensus to approve decision package with the understanding that staff will work on partnership with Arapahoe county and get commitments before bringing back projects for final approval by Council. (9-0) Design of East / West Trail: Council consensus to approve. (9-0) b. IT Staffing Update Scott Blumenreich, Chief Innovation and Technology Officer, answered questions from staff. Council consensus to bring three contracted positions to in-house, full-time employees and to have staff work on transition plan in the next year to do this. (7-2; Noon and Penaloza Nays) c. General Fund and Capital Improvement Fund Update Mr. Sturgeon and Mr. Farmen gave an update on the General Fund and Capital Improvement Fund. Council consensus to direct staff to report back in early 2018 the staffing capacity to complete as many sidewalks and signal installation as possible in 2018 and determine what amount of money is needed. (9-0) 4. Adjourn
