MINUTES OF THE CENTENNIAL CITY COUNCIL Study Session 6:00 PM Monday, November 16, 2015 A Study Session of the City Council was held on this date in the City Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. A. Call to Order Mayor Noon called the meeting to order at 6:06 PM. B. Roll Call Those present were: Mayor Noon Council Member Turley Council Member Moon Council Member Piko Council Member Gardner, arrived at 6:30 PM. Council Member Lucas Council Member Truhlar Council Member Whelan Those absent were: Council Member Gotto Also present were: John Danielson, City Manager Bob Widner, City Attorney Wayne Reed, Deputy City Manager Andy Firestine, Director of Community Development Travis Greiman, Director of Public Works Sheri Chadwick, Director of Communications Eric Eddy, Assistant to the City Manager Neil Marciniak, Economic Development Manager Daniel Krzyzanowski, Principal Planner Derek Holcomb, Principal Planner Michael Nelson, Public Works Field Services Manager Eric Pendley, Acting Chief Building Official Mitch Meier, Senior Management Analyst Barbara Setterlind, City Clerk C. Update from Youth Commission Due to the weather, update was postponed. D. Arapahoe Road Retail Study Update; 6:08 PM Neil Marciniak, Economic Development Manager, made a brief introduction. Katie Press, consultant, presented. Minutes – Study Session November 16, 2015 Page 2 Council Member Gardner arrived at 6:30 PM. The meeting was recessed at 7:22 P.M. for the Regular Meeting and reconvened at 8:12 P.M. E. Proposed Amendment to the Land Development Code Related to the Location and Definition of Alcoholic Beverage Sales Land Uses; 8:13 PM Derek Holcomb, Principal Planner, presented. Consensus was to move forward as presented. F. Building Services Contract - Discussion; 8:31 PM Andy Firestine, Director of Community Development, presented. Consensus was to move forward as presented. G. Update from the City Asset and Property Inventory Sub-Committee; 8:45 PM Council Member Whelan, Gardner, and Turley and Travis Greiman, Director of Public Works, presented. Michael Nelson, Public Works, answered questions from Council. Wayne Reed, Deputy City Manager, answered questions from Council. Consensus to move forward with the following changes to the application process: 1) pre-submittal meetings would be required; 2) “staff recommendation” to be changed to “staff reporting” and “opinion”; 3) add to application process a narrative regarding how notification or outreach to the HOA or neighborhood was done.
