Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Rex Rolfing,
Marshall Selberg, Pat Starr, and Theresa Stehly
Members Absent: Greg Neitzert and Mike T. Huether

1. Call To Order
City Council Chair Rex Rolfing called the meeting to order at 4 p.m.
2. Land Use Committee
A. Tuesday, September 20, 2016
Committee Chair Rick Kiley provided updates on the following topics: the
Tobacco-Free Project for the City of Sioux Falls and the future use discussion for
the Sioux Falls Ice & Recreation Center property.
3. City Council Open Discussion
Council Member Theresa Stehly spoke regarding her deep respect for her fellow Council
Members and for the City of Sioux Falls. Stehly offered an apology for not respecting
the decorum and the gavel in the Chambers last week.
Council Member Michelle Erpenbach stated that the Fiscal Committee Meeting for
Tuesday, October 4, 2016, is cancelled. She explained that the committee is working on
the Youth Prevention topic and will be doing additional research.
Council Member Pat Starr spoke about representing the City of Sioux Falls on Saturday,
September 24, 2016, at the Lighting Ceremony of the Ethiopian Orthodox Tewahido
Church "Demera" Meskel. Starr gave a brief background on the history, tradition, and
religious significance of the lighting ceremony.
Rolfing spoke about representing the City of Sioux Falls and reading a proclamation at
the Veteran Stand Down Event held at the VFW Club on Friday, September 23, 2016.
He provided the definition of "stand down" and expressed his thanks for being able to
represent the city at this event.
4. Presentations
A. Internal Audit Report - Informational Technology General and Applications
Control by Rich Oksol, Internal Audit Manager
Presentation: Approximately 10 minutes followed by discussion.
Rich Oksol, Internal Audit Manager, provided an update on the recent
Informational Technology General and Applications Control audit. Discussion
followed.
B. Shape Sioux Falls 2035 Update by Albert Schmidt, Urban Planner
Presentation: Approximately 15 minutes followed by discussion.
Albert Schmidt, Urban Planner, presented and reviewed the following PowerPoint
slides: Executive Summary-Goals; Executive Summary-Updates; Timelines;
Population Projections Update; Future Land Use Map Update; New-Future
Employment Centers-Urbanized Area; Growth Management Plan Update; Joint
Jurisdiction and Major Street Plan-Update. Discussion followed.
A suggestion was made by Kiley that alternative designs/shapes be used on maps
instead of color coded dots. He explained how this would be helpful to individuals
that experience color blindness.
C. Major Street Plan by Sam Trebilcock, Transportation/Transit Planner
Presentation: Approximately 10 minutes followed by discussion.
Sam Trebilcock, Transportation/Transit Planner, reviewed the map illustrating the
major street plan. Discussion followed.
5. Adjournment
Council Chair Rex Rolfing adjourned the meeting at 4:47 p.m.
