MINUTES OF THE CENTENNIAL CITY COUNCIL Study Session 6:00 PM Monday, October 16, 2017 A Study Session of the City Council was held on this date in the City Council Chambers at 13133 E. Arapahoe Road, Centennial, Colorado. A full and timely notice of this meeting had been posted and a quorum was present. A. Call to Order Mayor Noon Called the Meeting to Order at 6:03 PM. B. Roll Call Those present were: Mayor Noon Council Member Turley Council Member Moon Council Member Piko Council Member Lucas Council Member Truhlar Council Member Gotto Council Member Whelan Council Member Penaloza Those absent were: None Also present were: Matt Sturgeon, City Manager Maureen Juran, Deputy City Attorney Elisha Thomas, Deputy City Manager Andy Firestine, Assistant City Manager Eric Eddy, Assistant to the City Manager Steve Greer, Director of Community Development Sheri Chadwick, Director of Communications Barbara Setterlind, City Clerk Ebony Vivens, Deputy City Clerk C. 2018 Intergovernmental Agreement for Law Enforcement and Public Safety Services - Discussion; 6:10 PM Elisha Thomas, Deputy City Manager, Maureen Juran, Deputy City Attorney and Eric Eddy, Assistant to the City Manager, presented. Consensus was to go forward as presented. Other Matters and Reports were moved from the Regular Meeting to the Study Session Agenda. Minutes – Study Session October 16, 2017 Page 2 D. Other Matters as May Come Before Council Council Member Moon requested consensus to send a letter inviting local leaders to take part in a focus panel on Tuesday, November 28, 2017. Council Member Moon read the letter to Council and requested the Mayor’s signature on it before sending it out. Consensus was to move forward with the letter as read. E. Reports a. City Manager Matt Sturgeon, City Manager, gave a report. b. City Attorney Maureen Juran, Deputy City Attorney, discussed Council consider a resolution supporting the reauthorization of the Colorado Lottery Division and the GOCO parks/open space/recreation funding program. Ms. Juran stated a vote of Council was needed to direct that a resolution be placed on an upcoming Consent Agenda to support reauthorization. Mayor Noon asked for consensus to move forward. All nine Council Members present voted to place a resolution on an upcoming Regular Meeting Consent Agenda. c. City Clerk Barbara Setterlind, City Clerk, gave a report. d. Council Members Council Members Turley, Moon, Lucas, Gotto and Piko gave reports. F. Mayor's Report and Comments; 6:47 PM Mayor Noon gave a report. G.
