Meeting Agenda
Leamon Buckner made a motion to accept the 2020 Assessment Roll as presented. Daniel
Snyder seconds this motion. All approved to accept the 2020 Assessment Roll as presented.
The following agenda topics were discussed at the 2020 March Organizational Session:
1. Establish Chairperson and primary speaker of the Board of Review.
*Daniel Snyder has been voted in and will now be Chairperson for the new
term.
2. Notify BOR of dates, times and length of each hearing (10 minutes per appeal).
3. Deliver Assessment Roll and Certification by Assessor to the Board of Review.
4. Discuss the annual 20% re-inventory project, land values, E.C.F. for the City
(include maps and tables).
5. Discuss county ratios and their meaning to the assessment process.
6. Discuss market sales.
7. Discuss Consumer Price Index.
8. Discuss Poverty Guidelines and Procedures (The B.O.R. has elected to defer to July
meeting).
9. Discuss Disabled Veteran’s Exemption.
10. Discuss the Board of Review Procedures.
11. Review the Board of Review Guide.
12. Several brief questions and answers.

Assessor explained taxable value uncapping. 2019 uncapping caused the tax increase. Owner spent $40,000 on
interior repairs such as the heating and cooling. Petitioner did not provide sufficient evidence to support a valuation
change.

was finally turned on 9/30/19 with new gas lines. Stairs in front were bad but have already been repaired. The bottom
part of windows replaced and insulation replaced. Chimney in upstairs hallway has been repaired. The home is
unhabitable.

is no insulation and the walls are bare. The home needs new plumbing as the water has been off for 3 years. The
house is a shell with no kitchen. The fire department caused more damage after the fire damage. The photos provided
taken in 2015. The garage is in ok condition.

and the house a lot. His opinion of value is $115,000. The cabinets fell off in the kitchen and the upstairs was
renovated last in the 1970s. The appraisal matched the house sale price. Tom explained the uncapping and how to
read the assessment change notice. City value matches the sale price so no change is warranted.

kitchen. The hardwood floors are damaged and the driveway has cracks. The cost to cure driveway is $10,000. City
inspector is requiring extra expensive items. Had to replace every window screen due to little holes. Reduced
driveway size upon repairs to save money. Petitioner provided photos of home issues. Bank says the home is worth
$80,000.

The City of Center Line Board of Review will meet in the City of Center Line
Municipal Offices located at 7070 E. 10 Mile Rd, Center Line, Michigan 48015,
on the following days:
Tuesday March 3, 2020 at 5:00 pm for the organizational meeting (no appeals will
be heard).
By appointment to hear appeals,
Monday March 09, 2020 9:00 am to 5:00 pm
Wednesday March 11, 2020 3:00 pm to 9:00 pm
The purpose is to review the assessment rolls of Center Line. Matters pertaining to
the assessment of property may be brought before the Board of Review.
Appointments will be taken until 4:00 pm on Wednesday, March 11, 2020. Appeals
will also be accepted by letter.
