CITY OF CENTER LINE MINUTES OF REGULAR COUNCIL MEETING MONDAY AUGUST 7, 2023 Regular meeting of the City Council of the City of Center Line, Michigan held on Monday, August 7, at 7:30 p.m. in the City Hall Council Chambers. Present: Council Members, Aaron Delikta, Richard Moeller, Patrick Pockrandt and Peter Harenski, also present were Joseph Sobota, Finance Director and Paul Myszenski, Director of Public Safety Absent: Mayor Binson Mayor Pro-Tem Moeller led the Pledge of Allegiance. MOTION by Councilperson Pockrandt, supported by Councilperson Harenski to excuse Mayor Binson. MOTION by Councilperson Delikta, supported by Councilperson Harenski to adopt the agenda as presented. AYES: 4 NAYS: 0 MOTION CARRIED. Administrative Response to issues or questions raised during previous meeting. 7241 Weingartz- Communicating with the Property Management Company to address concerns. Discussing lighting, cameras, and wall height. AUDIENCE COMMENTS 8165 Lillian – City looks great. Questions and comments about Early voting. PUBLIC HEARING Change of Election Cycle for Mayor and Council COUNCIL ACTION 1. Request for approval of Resolution 2023-08 Change of dates of elections for Mayor and Council. Communication from the City Manager requesting approval of Resolution 2023-08. The City Manager read Resolution 2023-08 into record. MOTION by Councilperson Pockrandt, supported by Councilperson Delikta to waive the reading and approve Resolution 2023-08 – a resolution to change the date of the regular city elections is changed from November of each odd-numbered year to November of each even-numbered year commencing with the regular election in November 2026. AYES: 4 NAYS: 0 MOTION CARRIED 2. Request for approval of Resolution 2023-009 – Early Voting Resolution. Communication from the City Manager requesting council approve resolution for early voting. The City Manager read Resolution 2023-009 into record. MOTION by Councilperson Harenski, supported by Councilperson Delikta to waive the reading and approve the 9 day early voting and to have City Hall as the location for the early voting. AYES: 4 NAYS: 0 MOTION CARRIED 3. Request for approval of a lease of the Memorial Football Field to “Winners are Committed Prep Eagles. Communication from the City Manager requesting approval of a lease of the Memorial Football Field to “Winners are Committed Prep Eagles”. MOTION by Councilperson Delikta, supported by Councilperson Pockrandt to waive the reading and approve the lease of the Memorial Football Field to “Winners are Committed Prep Eagles” for football activities from June 1, 2023 thru October 31,2023 and authorize the City Manager to sign a lease agreement to that effect. AYES: 4 NAYS: 0 MOTION CARRIED 4. Request for approval to purchase Automated External Defibrillators (AEDs). Communication from the Public Safety Director requesting approval to purchase 8 AEDs from Bound Tree. MOTION by Councilperson Harenski, supported by Councilperson Pockrandt to approve the purchase of 8 (eight) Automated External Defibrillators from Bound Tree for $11,999.92. AYES: 4 NAYS: 0 MOTION CARRIED CONSENT AGENDA (All items under the consent agenda are considered routine by Mayor and Council and will be approved by one motion, unless a Council member or audience member requests that the item be removed and added on a separate agenda item). 1. Approval of the vouchers for the month of July, 2023. 2. Approval of minutes from July 10, 2023 regular Council meeting. 3. Approval of request of overnight stay. 4. Approval of request of overnight stay. MOTION by Councilperson Delikta, supported by Councilperson Harenski to approve Consent Agenda Items 1- 4. AYES: 4 NAYS: 0 MOTION CARRIED. MAYOR PRO-TEM COMMENT Church repainting has stopped – Code Enforcement is following up. Michigan Wheel & Tire lots of weeds – DPW is handling that, owners will be billed. Titan Cement – Dust in area, EGLE monitoring. 10 Mile reconstruction, Lorraine to Sherwood slated for 2025. Tar sealing program going on right now, please park in driveways when they are working on your street. COUNCIL COMMENTS Councilperson Harenski – Beerfest on September 16, 2023. Biggby and Burger One are now open. Question about letter to residents regarding copper/lead pipes. Councilperson Delikta – Love the pictures of the parks with updated equipment. Let’s take care of our parks. Mopeds on streets, not sidewalks. City issues will not get resolved by posting on social media. Councilperson Pockrandt – Veterans, come out to the VFW 6756 Menge Post. Jax walk ended at the Salute our Warriors Event at the Kassab Estate in Rochester Hills, July 13. Sign at 10 & Van Dyke – being addressed. Welcome Biggby and Burger One. CITY MANAGER Updates on partnership with TACOM. Recreation Building has reopened. Cannabis permits, 4 medical permits not being renewed due to adult use permits. Six adult use at this time. AEW presented – EGLE ACO Modeling, 2023 Rainfall Monitoring Update.
