CITY OF CENTER LINE MINUTES OF REGULAR COUNCIL MEETING MONDAY, DECEMBER 2, 2024 Regular meeting of the City Council of the City of Center Line, Michigan held on Monday, December 2, at 7:30 p.m. in the City Hall Council Chambers. Present: Council Members, Aaron Delikta, Richard Moeller, Peter Harenski and Mayor Binson, also present were Joseph Sobota, Finance Director and Paul Myszenski, Director of Public Safety. Absent: Patrick Pockrandt Mayor Binson led the Pledge of the Allegiance. MOTION by Councilperson Delikta, supported by Councilperson Harenski, to excuse Councilperson Pockrandt. AYES: 4 NAYS: 0 MOTION CARRIED. MOTION by Councilperson Harenski, supported by Councilperson Moeller to adopt the agenda as presented. AYES: 4 NAYS: 0 MOTION CARRIED. Administrative Response to issues or questions raised during previous meeting. None AUDIENCE COMMENTS  Marihuana funds  Residential speeding tickets from June – August 2024  Update on Stellantis  Update on Memorial Park and Football field  Motions and voting ANNOUNCEMENTS Business of the Month – Little Prince & Princess’s Learning Center BOARDS AND COMMISSIONS The following residents were appointed to the following Boards and Commissions. AYES: 4 NAYS: 0 MOTION CARRIED COUNCIL ACTION 1.Request to collect 2025 Macomb Intermediate School District property taxes – 100% Summer. Communication from the City Manager requesting council consider the request from MISD to collect 100% taxes in the summer of 2025. MOTION by Councilperson Harenski, supported by Councilperson Moeller to reject the request from MISD for the next tax year. AYES: 4 NAYS: 0 MOTION CARRIED 2. Request for approval of renewal for the Michigan Municipal League Liability & Property Pool Insurance for 2025 calendar year. Communication from the City Manager requesting approval of the Michigan Municipal League Liability & Property Pool Insurance for 2025 calendar year. MOTION by Councilperson Delikta, supported by Councilperson Moeller to approve the request for renewal of the Michigan Municipal League Liability & Property Pool Insurance in the amount of $183,649.00 for the calendar year 2025. AYES: 4 NAYS:0 MOTION CARRIED CONSENT AGENDA (All items under the consent agenda are considered routine by Mayor and Council and will be approved by one motion, unless a Council member or audience member requests that the item be removed and added on a separate agenda item). 1. Approval of the vouchers for the month of November, 2024. 2. Approval of minutes from November 12, 2024 regular Council meeting. 3. Approval of overnight stay for the City Manager. MOTION by Councilperson Moeller, supported by Councilperson Harenski to approve Consent Agenda items 1 – 3. AYES: 4 NAYS:0 MOTION CARRIED COUNCIL COMMENTS Councilperson Harenski – Tree Lighting, 6 pm Saturday. Cookie Walk. Merry Christmas and Happy New Year. Councilperson Delikta – Ribbon Cutting for Mural, Friday at 3 pm. Enjoy the Tree Lighting. Merry Christmas and Happy Holidays. Councilperson Moeller – Tree Lighting, Bon fire, Cookie Walk. Ribbon Cutting for Mural, Friday at 3 pm. Presentations at the Library are still going on. Trips scheduled with the Parks & Recreation. Happy Holidays and Merry Christmas. CITY MANAGER COMMENTS Updates on Memorial Football Field, still needs walking path, in punch listing status. The section in front of visitors stand will be added to another grant project. Parks and Recreation parking lot light will be done Thursday, punch listing thereafter. DWH Municipal Complex roof – This project is in its final stages of construction. Of the 1.25 million dollar project, there is no match by the city, the cost is entirely paid for by appropriations provided by Senator Wojno’s office and Representative McKinney’s office. We have approximately $150,000.00 leftover, we are going to be doing some additional project improvements to the Recreation Center, including a 400 amp generator for the recreation building. We are getting pricing on touch free entrance, double set of security doors that will be sensor guided for the recreation building as well. Tennis courts / pickle ball courts are through another grant which will cover the remaining concrete paths through football field as well. The CBDG funding for the rotary park pathway is moving forward. Marihuana revenue – anticipated fiscal year 2025 revenue from permit and inspection fees is $331,000.00, a net decrease of $20,000.00 from fiscal year 2024. MAYOR’S COMMENTS Tree Lighting, December 7, 2024. Mural – Ribbon cutting, December 6, 2024. Judging for Light up the Sky awards, by Beautification Commission is December 14, 2024. All our events are posted on our website.
