ARCHITECTURAL BOARD OF REVIEW
OCTOBER 18, 2022
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Phil Koepf, Wendy Naylor, Janna Lutz, Steve King
(Absent)

APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve minutes from the October 4, 2022 meeting with this
revision: The property at 225 South Main needs more detail drawings for preliminary review. Roll Call:
Lutz-Abstain, Childs-yea, Naylor-yea. Motion passed.
1. Cole 8 Water Street Addition-Final
Nathaniel Dunn (Compass Studio) presented plans for a three-foot mud room that would be added by
extending the rear facing garage. He said they are matching all the existing material on the house.
Summation-motion by Naylor, seconded by Childs to approve plans as presented. Roll Call: Lutz-yea,
Childs-yea, Naylor-yea. Motion passed.
2. Freese 126 East Washington Street New Detached Garage-Preliminary
Childs read the Historical Significance Report that states the house at 126 East Washington Street does
meet the standards of a Historically Significant Property as defined by the Codified Ordinance. It states
that the proposed changes to 126 East Washington would not have an adverse effect to the historical
significance of the house. Motion by Naylor, seconded by Childs to receive the HSR report. Roll Call:
Lutz-yea, Childs-yea, Naylor-yea.
Becky Pantuso (Architect) and Tom Freese (Homeowner) presented plans for a detached garage. Becky
said that right now there is no access from the garage to the house and this will add access for them.
Summation-motion by Naylor, seconded by Childs to approve plans as presented. Roll Call: Lutz-yea,
Childs-yea, Naylor-yea. Motion passed.
3. Gagliardi 155 South Main Street Addition-Final
Phil Koepf (Architect) presented these plans. He said that the only change that was made was moving
the fireplace from the side of the house to the rear. He said it’s a better location and that this also
eliminates the dog house bump out.
Summation-motion by Naylor, seconded by Childs to approve plans as presented. Roll Call: Lutz-yea,
Childs-yea, Naylor-yea. Motion passed.
4. Fostyk 174 Elm Court Front Porch-Final
Becky Pantuso (Architect) and Steven Fostyk (Homeowner) presented plans for the front porch. She said
they received preliminary approval and nothing has changed since then.
Summation-motion by Childs, seconded by Naylor to approve plans as presented. Roll Call: Lutz-yea,
Naylor-yea, Childs-yea. Motion passed.
5. Gallucci 3 West Summit Exterior Details
Blaine McKelvey (Payne and Tompkins) presented these plans. He showed samples of the new
foundation. He said they are using a 70/30 mixture to achieve the look of the existing stone. The Board
said to use an ashlar pattern to match the historic Italianate architecture. The Board requested a more
rectilinear shaped sandstone color stone to match what is on the house. The Board asked that the stone
match the existing historic foundation stone which has a more rectilinear appearance than the samples
presented.
Summation-motion by Naylor, seconded by Childs to table this for the following reasons: The Board
requested a random ashlar stone to match existing house foundation with rectilinear shape and
sandstone color. Roll Call: Lutz-yea, Childs-yea, Naylor-yea. Motion passed.
6. RSR Chagrin 225 South Main Street New Dwelling-Preliminary
Robert Vitt (Developer) presented these plans. He said they made a few revisions to lot #4; on the side
elevation they added a foot. He said they were trying to maintain 12’ between houses and are now at 11
½’. He said they bumped them out six inches in a cantilever of the floor. Clemens said he appreciates
that he bumped it out. Bob said they also looked at the window combination and raised the window up.
He also showed a variation of the garage door. Childs suggested using a beam that is held up by the
bracket. Clemens said he likes the garage door with a more squared window. Childs said to get rid of
the horizontal and go with verticals to give it more character. Bob said that one of the bump outs is in
the kitchen and the other is in the master bedroom. Clemens and Childs said they like the direction the
plans are going in with the couple tweaks they suggested.
Summation-motion by Naylor, seconded by Childs for preliminary approval of plans with adjustments to
Lot #4 house to include split the right-side gable window, restudy garage brackets and beam under the
brackets and remove the horizontal front muntin on the garage door. Roll Call: Lutz-yea, Childs-yea.
Naylor-yea. Motion passed.

4 Fostyk 174 Elm Court Front Porch – Final
Resubmission for front porch addition; Prelim approval granted, 7-19-22.
5 Gallucci 3 West Summit Exterior Details
Resubmission for exterior details regarding foundation stone samples; Final approval was contingent on
applicant submitting samples.
6 RSR Chagrin 225 South Main Street New Dwelling – Prelim
Resubmission for a new single family dwelling.
