ARCHITECTURAL BOARD OF REVIEW
NOVEMBER 1, 2022
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, Steve King, Phil Koepf, Wendy Naylor, George Clemens (Absent)
Also Present: Dominic Cribari, Joan Andersen
APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve the minutes from the October 18, 2022 meeting. Roll
Call: Naylor-yea, Childs-yea. Motion passed.
1. RSR Chagrin 219 South Main New Dwelling-Preliminary
Robert Vitt (Developer) presented plans for the second home they are building on the site. He said he
didn’t want to confuse it with the streetscape but was trying to show the planning and scale between
the four houses. Childs asked about the mass projecting over the main volume and Bob said it projects
over about 8”. Childs said to divide and break up the massing and to add columns. He said they should
be set in two pairs. Bob said that the house on 213 is the same footprint and will compliment this one.
Childs said to revise the column design and shorten the span of the south portion of the house. He said
to add some brackets on the bay window so it’s not a seat and put a little finish on it. They said to lower
the pitch so that it is more consistent on the rear wing with drawings.
Summation-motion by Naylor, seconded by Childs to table this discussion for the following reasons:
Developer needs to restudy the column design and shorten span of south portion of the house; Revise
bay window with exterior brackets to provide more space between bay and garage; and Restudy for
consistency in drawings on all elevations and provide a roof plan. Roll Call: King-abstain, Naylor-yea,
Childs-yea. Motion passed.
2. Stephens 424 North Main Exterior Alteration-Final
Dennis Marino (Peerless Homes) said they are extending the rear portion on first floor of house adding a
screen porch and deck. The Board thought overall it looked good.
Summation-motion by Naylor, seconded by King for final approval of plans as presented with
adjustments to drawings showing side elevation roof lines to reflect the roof plan. Roll Call: Childs-yea,
Naylor-yea, King-yea. Motion passed.
3. Grossman 77 Maple Street New Accessory Structure-Final
Ira Grossman (Homeowner) presented plans for reframing the enclosed front porch windows. He said
they want the framing to be more substantial and have more depth on the windows. Childs said they
need to redraw plans showing the exact dimensions. The Board needs to see the mullions and trim so
they can see the hierarchy. King said it needs to be drawn to scale. Koepf said these are old fashioned
storm window frame and he needs to show how it’s put together.
Summation-motion by Naylor, seconded by Childs to table this discussion for the following reasons: The
Board requested that they present dimensional drawings including mullions, trim and screen size. Need
attention to scale, proportions, and hierarchy. Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed.
4. Butler 363 East Washington Street Exterior Alterations-Final
Brian Kuck (Architect) explained they want to take the one-story garage and replace it with a two-bay
garage that will by connected by a mud room. They plan on adding a master bedroom and replacing the
existing porch with a sun room. He said that everything will match the existing house and that they
pushed the addition back four-feet. Brian said that they accommodated what was recommended by the
Board at the previous meeting. There was discussion about breaking up the mass, having the original
structure read as more independent. Brian said they are trying to line up the roof with front and side
addition. Childs said that in traditional architecture you don’t want it to read as a continuous mass. Brian
said the roof pitch is pushed back and he thinks it’s simple. Koepf said he thought the whole idea of
pushing the roof pitch back was so that the structure would read as independent. Childs said he wanted
them to look at the rear wing addition roof line. Brian said that from the street you won’t be able to see
the roof line.
Summation-motion by Naylor, seconded by King for final approval of plans as presented. Roll Call: King-
yea, Naylor-yea, Childs-nay. Motion passed.
5. Morgan 96 Maple Street New Accessory Structure-Final
Dave Jenkins (Architect) wants a detached open-air covered grill area for their grill and pizza oven. He
said it will have a small roof over it. He said the siding will match the small existing structure.
Summation-motion by Naylor, seconded by King to approve plans as presented. Roll Call: Childs-yea,
Naylor-yea, King-yea. Motion passed.
6. Freese 126 East Washington Street New Accessory Structure & Exterior Alteration-Final
Building and Zoning Inspector Dominic Cribari said they needed two separate submissions for this
project. One for the demolition and one for the new structure.
Becky Pantuso (Architect) presented this project at the October 18, 2022 meeting.
Summation-motion by Naylor, seconded by Childs to demolish the existing garage. Roll Call: King-yea,
Childs-yea, Naylor-yea. Motion passed.
Summation-motion by Naylor, seconded by King to approve plans as presented for a detached garage.
Roll Call: Childs-yea, Naylor-yea, King-yea. Motion passed.
7. Gallucci 3 West Summit Exterior Details
