ARCHITECTURAL BOARD OF REVIEW
NOVEMBER 15, 2022
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor

APPROVAL OF MINUTES
Motion by Naylor, seconded by King to approve the minutes from the November 1, 2022 meeting. Roll
Call: Childs-yea, King-yea, Naylor-yea. Motion passed.
1. Carr 83 Maple Street Exterior Alterations-Windows
King read the Historical Significance Report which states that the 83 Maple Street house does meet the
standards of a Historically Significant Property as defined in Codified Ordinance Section 1146.03 (C) (2):
the structure is presumed to be Historically Significant Property because it is more than 100 years old.
The structure also contributes to the Chagrin Falls West Side National Register Historic District, Ref. No
74001433. The proposed exterior alterations #1-3 listed under “The Issue” change the appearance of 83
Maple Street and do not follow the Codified Ordinance Section 1146.04 (d) (1-3) guidelines for
“preservation of features,” “replacement of features,” and “compatibility:” and in that regard has an
adverse effect on the design and historical significance of the adjacent, contiguous and neighboring
historic buildings. Motion by King, seconded by Naylor to receive the HSR report. Roll Call: King-yea,
Naylor-yea, Childs-yea.
George Clemens (Architect) said that they are doing a kitchen renovation and adding an elliptical
window in the powder room at the rear of the house. He said they are replacing the windows that don’t
match the existing windows in the house. He said they are using wood aluminum clad windows. Childs
said they liked what he did and Naylor agreed.
Summation-motion by Naylor, seconded by King to approve the plans for aluminum clad windows as
presented. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed.
2. Gallucci 3 West Summit Exterior-Details
Blane McKelvey (Payne & Tompkins) said based on the recommendation of the Board he brought
samples of the stone that they will be using. The Board said they liked the tone, color and linear
appearance that they were looking for with the larger scale stone. The Board asked that the applicant
make sure that they match the existing foundation mortar to emulate what already exists on the home.
Summation-motion by Naylor, seconded by Childs to approve the mock up as presented with mortar to
be a deep rake in a color to blend with the stone: stone to be closely set for a stacked appearance
subject to a final site mockup on the foundation wall and approval of mortar. Roll Call: King-yea, Childs-
yea, Naylor-yea. Motion passed.
3. Manorbrook Homes 230 Falls Walk Way New Dwelling-Final
Rick Siegfried (Architect) said that this home was previously approved by the Board. He said the original
owner decided not to buy it. He said the new owner wants a white washed brick veneer and that the
porch goes the full width of the house.
Summation-motion by Naylor, seconded by Childs to approve plans as presented. Roll Call: Childs-yea,
King-yea, Naylor-yea. Motion passed.
4. RSR Chagrin 219 South Main Street New Dwelling-Preliminary
Robert Vitt (Developer) said that there is 3 ½’ fall between all the houses in the subdivision. He said
much of the retention and the 3 ½’ between lots is the north wall foundation of each house which is
exposed 3 ¼-4 feet and he said that the house becomes retaining wall changing grades. He said the
retaining walls will be rock and the rear will fall about 6” to 30” at the wall. He said it’s graded as much
as they could to prevent water running down from the trail. He said the turnouts are so the
homeowners can back out of their drives and that the driveways are 10-11 percent grade. He said they
are putting a French drain between each house. Childs suggested changing the window in the basement
to a larger window and he said he liked that he did the tweaks that they had suggested. Naylor said that
the right-side windows don’t relate and inquired about how the right-side entry will be designed with
steps or banister. Robert said that the bump out is for a cabinet in the kitchen. Koepf inquired about
setback and zoning compliance for right side elevation entry if a porch is added. The Board said the
bump out should be eliminated by putting the cabinet on the inside of the house.
Summation-motion by Naylor, seconded by King for preliminary approval of plans as presented subject
to zoning compliance to include the right elevation entry area. Needs to consider making the right-side
lower window taller, elimination of the projecting cabinet and rework of the right-side door area. Roll
Call: Childs-yea, King-yea, Naylor-yea. Motion passed.
